    HIRING FOR MEDICAL DIRECTOR- PRIMARY CARE SERVICES

    PROVIDENCE COMMUNITY HEALTH CENTERS

    PROVIDENCE, RHODE ISLAND

    Overview:
    Reporting to the Chief Medical Officer, the Medical Director of Primary Care Services is instrumental in planning and delivering a broad range of primary care services. The Medical Director of Primary Care Services guides teams of physician leaders, medical specialty chairpersons, and clinicians to ensure the delivery of high-quality, safe, and effective healthcare across a multi-site multi-specialty community health center. The Medical Director of Primary Care Services ensures the cohesive, productive, and efficient collaboration of medical clinicians in the achievement of high-quality clinical outcomes and patient access. The Medical Director of Primary Care Services provides direct clinical care regularly at 0.2 FTE and when possible, to assist with vacation coverage and special situations.

    Essential Duties & Responsibilities:

    Clinician Oversight and Performance Management:

    • Supervises, mentors and supports physician site leaders, department chairs, medical clinicians, and other allied health providers to ensure that clinical and professional priorities support those of the organization. This includes, but is not limited to, supporting the medical director of specialty care services, physician site leaders, program managers, department chairs and clinicians, and communicating updates and business priorities of the health center leadership.
    • Champions patient safety at all levels and across all aspects of the agency
    • Assists physician leaders to master data-driven tools and practices used to keep patients well and out of the hospital.
    • Reviews management goals quality and productivity dashboards with physician leaders and clinicians, implementing initiatives to improve quality outcomes and productivity.
    • Understands and communicates provider performance and compensation plans.
    • Provides leadership and oversight to physician leaders and facilitates the resolution of impediments to productivity, quality, and/or efficiency, and achievement of clinical goals
    • Co-chairs the Clinical Leadership Council and any other necessary committees deemed by the CMO. Ensures regular participation of physician site leaders in relevant agency committees.
    • Works with physician leaders to assist the health center directors and HR to set standard clinical schedules and vacation requests. This includes working with relevant clinical staff to create and distribute after-hours and call schedules and ensuring distribution of new and revised schedules in a timely fashion to all providers and relevant support staff.
    • Assures the on-call schedules for various groups are completed in a timely manner by the designated coordinators and are communicated to the appropriate answering services and hospitals. Oversees the after-hours answering service performance. Serves as primary back up call for on call shifts.
    • Assists in recruiting, orienting, mentoring and retaining high quality clinicians. Participates in the hiring process for all clinicians including talking with clinical references; develops and implements an orientation process for new medical clinicians. Emphasizes burn-out reduction strategies to maintain high clinician job satisfaction and to reduce professional staff turn-over.
    • Evaluates clinicians and helps them to achieve PCHC's clinical and productivity goals. Counsels, mentors, and disciplines clinicians as appropriate in concert with the CMO, Executive Leadership Team, Health Center Directors, and Human Resources.
    • Develops, implements and revises policies, procedures and protocols affecting medical practice and quality of care. Ensures compliance with clinical policies and procedures including the proper usage of EMR and billing/coding requirements
    • Ensures the effective design of treatment programs, as well as the planning, implementation, and evaluation of programs and services.
    • Works collaboratively with medical informatics clinicians to optimize EMR workflows to improve patient safety and reduce clinician burnout.
    • Collaborates with PCHC's Risk Management staff to conduct root cause analyses, evaluate Incident Reports and other quality/performance improvement activities.
    • Ensures the effective management of administrative responsibilities such as scheduling and conducting meetings, orienting and mentoring new clinicians; ensuring clinical staff are continually trained and supervised, and that activities of the medical staff are coordinated with other operating units of the organization
    • Provide feedback and complete performance evaluations for direct reports on a regular cadence
    • In conjunction with the Medical Director of Specialty Care Services and with consultation from the CMO, run Medical Staff Meetings to foster communication with the organization
    • In conjunction with the Medical Director of Specialty Care Services, run the PCHC Lecture Series
    • Ensures that standard peer review chart audits are conducted on a regular basis. Make recommendations for staff development when needed and implement as applicable.
    • Serves as the CLIA-waived testing program coordinator across all sites. Ensures clinician compliance with ongoing moderate-complexity testing (provider-performed microscopy).
    • Participates in the development, tracking, and monitoring of clinical quality initiatives of insurers as well as state and federal agencies
    • Provides direct clinical care regularly at 0.2 FTE and when possible, to assist with vacation coverage and special situations
    • Other duties assigned

    Support of the Health Center's Organizational Strategy:

    The Medical Director has input into a variety of organizational-wide projects and initiatives and is an integral part of cross-departmental workgroups that support the enhancement of the care model, including but not limited to Corporate Compliance and Risk Management, Incident Reporting, Senior Leadership Team, Pharmacy and Therapeutics, and Value Based Care Committee.

    • Builds and maintains relationships with clinicians to promote strong provider and patient satisfaction. Responsible for provider engagement, promoting initiatives to enhance the physician culture, and addressing any issues that contribute to dissatisfaction.
    • Assures professional staff compliance with contractual clinical hours, scheduling guidelines and organizational policies and procedures.
    • Maintains a visible and active presence within each of the health centers.

    Seeking Physician Leaders with a heart for community health and clinical leadership experience.

    Qualifications:

    • Board Certified Primary care physician (Family Medicine, Internal Medicine, Pediatrics or similar primary care emphasis). Must have current MD/DO license in Rhode Island. Maintain ongoing professional education and certification as mandated by specialty board or state regulation. Maintain appropriate hospital privileges in accordance with PCHC policies.
    • Minimum of three years of progressive experience in a physician leadership role with at least five years of clinical experience.
    • Experience in clinical leadership roles, leading and coaching physicians to be the best they can be for their patients and their colleagues.
    • Experience using a metrics-driven approach to analyze cost, quality, and satisfaction data to drive clinical strategy and program redesign.
    • Ability to remain calm in stressful situations in a rapidly evolving healthcare landscape, while maintaining a sense of humor, impeccable bedside manner and a sense of professionalism
