- Provide oral and written legal advice to agency management and the Director, as needed, related to the proper application of statutes, regulations, policies, procedures, and other applicable requirements and considerations pertaining to the new Department of Public Health.
- Assist the Chief Counsel for Health Promotion and Services, the Chief Counsel for Healthcare Quality, and the Chief Counsel for Administration in advising program management concerning on-going program matters.
- Represent the agency and its programs in meetings related to the development and operation of the Department of Public Health. Assist the Chief Counsel for Health Promotion and Services, the Chief Counsel for Healthcare Quality, and the Chief Counsel for Administration in representing the programs in on-going program matters.
- Draft, review, revise, and ensure the accuracy and proper content, form, and grammar of legal documents related to the Department of Public Health. Review and work with program staff on revisions of documents prepared by staff to ensure legal accuracy and sufficiency and proper content, form, and grammar. Assist the Chief Counsel for Health Promotion and Services, the Chief Counsel for Healthcare Quality, and the Chief Counsel for Administration in reviewing and preparing documents in on-going program matters.
- A strong working knowledge of the laws of South Carolina, with the ability to interpret and apply federal and state laws, regulations and judicial decisions.
- Excellent written and oral communication skills, with the ability to explain legal issues in simple, direct, and easily understandable terms.
- Strong organizational skills with a demonstrated ability to work independently.
- Strong interpersonal skills with the ability to work in a team environment and interact professionally and collaboratively with all levels of internal staff, courts, opposing counsel, government agencies, entities and the public.

On July 1, 2024, DHEC will be restructured into two new and independent agencies, including the Department of Public Health.
The applicant chosen to fill this position will lead a dedicated group of public health attorneys that will have the unique opportunity to advise the state's first stand-alone public health agency in 50 years.
Prior to July 1, 2024, this position will be under the supervision of the DHEC General Counsel and will provide legal services and advice to agency management and the Director primarily related to the development and operation of the new Department of Public Health (DPH).
After July 1, 2024, this position will be under the supervision of the Director and will provide legal services and advice to program staff and agency management.
Oversee the operation of the Office of General Counsel (OGC), Office of Internal Audits (OIA), and the Compliance Office (CO).
RESPONSIBILITIES OF AN ATTORNEY VI:
State Minimum Requirements:
A juris doctor degree or its equivalent from an accredited law school and experience as a practicing attorney.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements:
To qualify for this position, you must be an active member in good standing with the South Carolina Bar and have at least ten (10) years of' progressively responsible experience as a practicing attorney; including at least 3 years' experience managing/supervising attorneys.
You must have completed the trial experiences required by Rule 403 of the South Carolina Appellate Court Rules.Additionally, the ideal candidate will have:
