This position manages the operation and maintenance of four

Operations Centers:
Wahiawa, Hawaii Satellite Communications (SATCOM) is the backbone of the U.S
military's communication, offering the war-fighter a point of entrance into the DoDIN and legacy tactical C4I services with reliable high-throughput telecommunications utilizing various RF spectrum bands, including use of the Mobile User Objective System (MUOS) - the Defense Department's next-generation narrowband military satellite communications system
It will support a worldwide, multiservice population of UHF band users, providing increased communications capabilities to smaller terminals while still supporting interoperability with legacy terminals
MUOS is designed to support users that require mobility, high data rates and improved operational availability

Kaneohe, Hawaii Tactical Support Communications (TSCOMM), provides rapid, reliable, secure communications support for forces deployed overseas and at home ports within the U.

Naval Radio Transmitting Facility (NRTF), Lualualei provides operational Command and Control communications utilizing the Very Low Frequency (VLF) and Low Frequency (LF) radio spectrums

Kojarena is collocated with the Australian Defence Satellite Communications Station (ADSCS) near Geraldton, Western Australia
The Station provides beyond-line-of-sight communications with multiple Wideband Global Satellite Communications (WGS / SATCOM) and MUOS satellites operating over the Pacific and Indian Ocean
The site consists of the MUOS Radio Access Facility (RAF) and three MUOS Satellite Earth Terminals; satellite communications capabilities are part of the DoD Combined Communications Gateway Geraldton (C2G2) facility and three MET Terminals operated and maintained in partnership with Australia Department of Defence (ADOD) and to establish other arrangements required for that Ground Station to operate as a gateway

Responsibilities Major Job Activities:
The On-Site PM will be the central point of contact with the Government for the performance of all work under this contract
Position is subject to approval by the Government's Contracting Officer's Representative (COR)
Implement sound management principles critical to advising Government personnel
Ensures the balance of work-load to an integrated support team managing the daily (24x7x365) care and operations of equipment and personnel located in multiple geographically separated locations

Working Environment:
Flexible 8x5 (Monday-Friday) (24x7 on-call) work schedule 24-hour X 7 support

Physical Activities:
Must be able to lift and carry 50 lbs a distance of 50 feet horizontally and 35 lbs vertically a distance of 50 feet without resting

Qualifications Minimum Qualifications:
Bachelor's Degree Must be minimally IAT Level II certified with appropriate baseline security and operating system/computer environment (OS/CE) certification in accordance with DoD 8570

Qualified under the Navy Preventive Maintenance Program and Personnel Qualifications System (3M PQS) to the Department Head level or able to gain qualification within 6 months of employment
Cyber Security Work Force Code 80 position which requires compliance with Cyber Security Work Force Requirements and DoD Directive Cyberspace Workforce Management, DoD Directive M Information Assurance Workforce Improvement Program and SECNAV M Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification Manual

Preferred Qualifications:
Project Management Professional (PMP)

Certification Experience / Skills: 15 years of general experience with minimum of 10 years specialized technical experience The ideal candidate must have a broad knowledge of SATOM / Global Teleport site and systems to include operations and maintenance functions
Possess domain expertise in Satellite Communications (SATCOM) and network system operations, help desk coordination, expeditionary military network operations, Continuity of Operations (COOP) planning, facilities and cyber security, and project management
Must possess relevant experience with a comparable level of responsibility managing SATCOM / Global Teleport site maintainers and operators (approximately 70 employees) in a project of similar size, scope, and complexity
Must be capable of interpreting technical data, using a variety of methods and approaches to performing the work in this contract
