Position Description:
Become part of a cross-functional team of financial, budget, management, audit and grants program analysts for dynamic federal environment.
We are seeking a self-motivated individual who will apply demonstrated knowledge of federal budget cycle (from budget formulation thru execution and statement analysis) to support highly visible and sensitive grants programs in assessing their budget status, reviewing travel and conference funding, to support.
Work closely with programs and the Budget Officer, taking guidance, but also seeking opportunities to improve processes and tools.Your future duties and responsibilities:
Perform budget and payroll analysis
budget to actuals and identify variances or issues
Create monthly budget and financial reports for leadership to monitor and assess program (funds status and others)
Run reports in JEDI and UFMS (Momentum)
Create documents in UFMS, and assist client in reviewing data in the financial ledger, and reconciling against budget activity
Create Reports in Excel format (requiring Pivot skills)
Support annual federal budget formulation process
Engage with program managers on their budget and funds status and their workforce/payroll reports
Review travel requests against budget
Compare, analyze and create payroll to manpower reports (considering timing differences) and be able to summarize and explain variances
Monitor conference workflow for approvals in grants and integrated systems
Develop written procedures for budget analysis support
Required qualifications to be successful in this role:
Demonstrated federal budgetary formulation, payroll analysis, and reconciliation expertise, including monitoring/maintaining funding reports by program level
Knowledge of the federal budget formulation cycles and activities
Demonstrated federal financial experience with analysis, reporting and reconciliation
Ability to communicate clearly and professionally verbally and in writing on budgetary matters to program leaders and the financial leadership
Ability to communicate conference workflows, develop written and clear justification for approvals from senior leadership
Be responsive to requests from client program analysts and leads
Experience working with federal financial and accounting systems
Expert Excel skills
Expert with MS tools (Outlook, Word, PowerPoint, etc.)
A bachelors degree in business or finance and have at least 4 years experience successfully participating in completion of similar projects in the federal sector
In lieu of an degree, a minimum of four (2) years experience with budget execution and strong excel skills is acceptable
Desired:
CGI Momentum financial system experience with reports and transactions entry and analysis and reporting
Professional certification desirable
Experience presenting to leadership levels
Comfortable leading training (remote or in person)

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $61,200- $100,900.
