    ACCIONA is looking for a Buyer for a Construction Project in North Dakota, USA.**Job Description**

    The Buyer is responsible for the purchase of materials, general and specialized equipment and services in accordance with the established budgets for the Fargo-Moorhead Metropolitan Area Flood Risk Management Project Diversion Channel and Associated Infrastructure Works. The incumbent will report to the Procurement Manager and be under the supervision and direction of the Construction Manager.

    **Responsibilities**

    Research and identify potential suppliers for the Project. Engage with these Suppliers and request them to register for prequalification to allow them to be invited to tender on selected packages (materials, general and specialized equipment and goods)

    Issue official invitations to Suppliers requesting quotations.

    Follow up to ensure that offers/quotations from the Suppliers are received in a timely manner.

    Review the Suppliers requests for clarifications (RFIs) received and responded to, including all relevant technical specifications, drawings & BOQ to ensure receiving compliance offers from Suppliers.

    Set up meetings with the project team (Construction/Technical) and Subcontractors for any clarifications to allow the evaluation of the offers to be progressed.

    Understanding the target market and analyzing trends in order to make informed buying decisions.

    Prepare and issue technical and commercial comparison sheets to the management for approval to proceed.

    Negotiate with Suppliers with the support of the Procurement Manager in order to fulfill projects time schedule and budget requirements.

    Prepare and present with recommendations for the award of certain Suppliers for scope tendered to the management for approval (if required).

    Coordinate with other members of the Commercial Department and technical / construction departments in the preparation of Purchase Orders and management if on status of supply and Orders etc.

    Arranging transport of goods (if applicable) and tracking orders to ensure timely delivery.

    Coordinating with inventory and warehouse team for the expediting and material stock.

    Liaise regularly with Site Managers to ensure all labor, materials and deliveries are on time and in full compliance.

    Wide knowledge across all construction materials and local Suppliers in Norh Dakota and surrounding States

    **Required Skills and Competencies**

    Degree in Business / Supply Chain Management (or equivalent).

    Minimum 3-5 years of experience in a buyer role or working for a medium-to-large general contractor or consultant organization (preference given to working for a general contractor).

    A recognized Procurement Certification is desirable (APICS or CPSM or similar).

    Intermediate User of MS Office (Excel/Word/Outlook) and procurement ERP software

    Good logistical planning, record keeping and admin, time management and scheduling management abilities.

    Strong understanding of supply chain principles, procedures, and methods.

    Relevant product and subcontract market knowledge is an asset.

    Relevant knowledge of forms of contract and strong commercial awareness.

    Exceptional interpersonal skills

    Strong negotiation and communication skills.

    Strong understanding of contractual and commercial agreements.

    Ability to operate under pressure and to meet tight and demanding deadlines.
