    Supply Chain Programs Manager 1

    within the

    Emerging Capabilities Development (ECD) Division in Linthicum, MD. This position may be staffed as a hybrid role from Linthicum, MD.


    The identified individual will provide management support for the Capability Maturation and Development (CM&D) Business Unit (BU), the Advanced Electronic Warfare Operating Unit (OU), and the Advanced Intelligent Systems OU, reporting to the Supply Chain Manager for the Advanced Missions Business Unit within ECD.

    The position will require the individual to lead a team responsible for the cost, schedule, and performance of suppliers for the operating unit and be responsible for all phases of the program effort from the initiation of the supplier strategy and proposal phase through

    negotiation /negotiation

    strategy, award, execution, and management of supplier activities to meet program objectives. This individual will be responsible for mission success of their supply chain responsibilities and ensure their suppliers perform to the committed schedules, terms, conditions, and contractual

    requirements/specifications

    and drawings. As the manager, the position will have employees reporting directly and indirectly to them, which entails day to day direction and oversight of the employee's work product and individual career development needs and

    interaction/collaboration

    with Subcontracts Management, and various Program Managers.

    The successful candidate will hold strong leadership characteristics, excellent oral and written skills, solid negotiation skills, knowledge of terms and conditions, and an aptitude for DoD contracting and its related requirements and the ability to lead a diverse team with varying requirements and priorities in support of the business.

    They will be responsible for activities and knowledge within multiple disciplines across the Supply Chain process; Participate in various aspects of supply chain process areas:
    Supply Chain-Plan, Supply Chain-Source, Supply Chain-Make, Supply Chain-Deliver as well as Supply Chain-Operations. As well as exhibit end-to-end supply chain competency and manages one or more Supply Chain functions (Planning, Sourcing, Small

    Business/Disadvantaged

    Programs, Supplier Quality, Warehouse & Transportation, Analytics, Compliance, Systems, etc.).

    Additional responsibilities include but are not limited to:
    Management of a direct staff of up to 3 professionals
    Provide guidance and training to ensure professionals are performing to or exceeding the expectation of their position.
    Demonstrate success/problem solving skills in supply chain, business management, operations, logistics, engineering or program management.

    Experience with complex agreements such as long-term agreements, teaming agreements, strategic alliances, memorandums of agreements (MOA)s, overriding Terms and Conditions, claims and settlements.

    Working knowledge of Federal and Defense contracting requirements including ITAR and FAR/DFARS
    Proficient in Earned Value Management Systems, supplier financial

    reporting/forecasting,

    contracting/subcontracting,

    or

    supplier/program/product

    scheduling.
    Ability to successfully manage complex supplier specifications, drawings, Statement of Work (SOW)s and supplier issue resolution.

    Strong business acumen and ability to operate in a face paced development environment that consists of leading-edge technology suppliers and non-traditional supply base.


    Basic Qualifications:


    Bachelor's degree and 5+ years of experience in supply chain, business management or other related field; 3+ years of experience in supply chain, business management or other related field with a Master's.

    (Will consider 9+ years of experience in lieu of degree).
    1+ years of experience as a team lead or managing of people.
    Experience working in Global Supply Chain.
    Working knowledge of SAP and Material Requirements Planning (MRP) systems.
    Ability to obtain and maintain a Secret clearance (US citizenship)
    Preferred


    Qualifications :
    Currently holds an active Secret Security clearance.

    Experience working with multiple complex contracting types and agreements, including Firm Fixed Price and Cost Reimbursable, and possess knowledge relating to special payment provisions (progress of performance base payments).

    In-depth experience with proposal process, pricing instructions, terms and conditions and evaluating the adequacy of subcontractor proposals received.
    Expertise in Excel
    Knowledge of SAP

    Salary Range:
    $109,800 - $164,600


    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

    Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.

    In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
