    Position Description

    This position is set in a hybrid working environment with assigned in-office and remote days that may be adjusted due to workload requirements.

    Working with direction from a Senior Managing Analyst the Financial Analyst is responsible for all forecasting, analysis, federal reporting, and monitoring of assigned programs.

    This individual prepares various fiscal and operating reports involving detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses; identifies, researches, and analyzes possible impacts of proposed legislation and funding modification; and prepares formal bill analyses, as well as cost-benefit and break-even analysis.

    This individual provides financial expertise to Department and programmatic leadership and external partners, such as the Governor's Office of Strategic Planning and Budgeting and the Joint Legislative Budget Committee on financial budget matters on assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs.

    Skills Required


    Knowledge, Skills, and Abilities:
    Knowledge of Governmental Accounting and fiscal principles, the budget, and state legislative process. Knowledge of principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control. Knowledge of statistical analysis and theory, and report writing techniques. Skill in oral and written communications. Skill in initiating expenditure corrections. Skill in journal vouchers and cash receipts, and analysis and interpretation of financial data. Ability to perform difficult and complex analytic work. Ability to articulate fiscal status to leadership. Ability to monitor appropriations, revenues, and expenditures. Ability to schedule and prioritize assignments. Ability to prepare and review federal reports for grants applicable to assigned programs.

    Ability to develop annual budget requests for assigned areas and act as a single point of contact for assigned programs.

    Ability to set workflow priorities of assigned area and serve on cross-team task groups, as necessary.

    Experience Required

    Qualifications:

    Bachelor's degree in Finance, Economics, Public Administration, Political Science, Public Policy, Accounting, or Business Administration with a specialization in accounting, finance, economics, public administration, public policy or political science from an accredited college or university.
