    DDA is seeking a person with advanced skills with DSHS's Comprehensive Assessment and Reporting Evaluation (CARE) tool and dedication to technology innovation and collaboration with others. As the CARE Assessment Program Manager, you will be responsible for directing and prioritizing work connected to new legislative mandates, WAC, RCW, state & federal requirements, and other policies for the CARE Assessment tool. You will support the field with changes to CARE.

    CARE is an electronic assessment tool used to assess for and authorize core services in compliance with federal and state rules related to functional eligibility, benefit level, and program standards. CARE is the tool used by social workers and case managers to determine a client's functional eligibility for home and community-based services, as well as to determine a client's benefit level and develop a person-centered service plan.

    This is a benefit-eligible, full-time, non-permanent job. Although initially temporary, this role is scheduled for permanent conversion and will provide an excellent opportunity to share your technical and user knowledge of the CARE tool to ensure that DDA can provide a consistent way of assessing and measuring quality. This role has statewide scope and will utilize a hybrid telework schedule within the state of WA. Virtual meetings are daily; travel is rare, although may include quarterly meetings in Lacey.

    Some of what you will do
    • Lead responsibility for the CARE application for ongoing coordination and prioritization of business requirements
    • Coordinate priorities for CARE changes with leadership, partner with DSHS administrations, and Technology Innovation Administration staff
    • Responsible for continual improvement of the electronic assessment tool through system analysis, program planning, and communication with the CARE business analysts and developers
    • Provide direction and technical assistance for planning staff in the field, support staff and supervisors
    • Act as designated business liaison for CARE Web and CARE Performance Tracking Data projects
    • Serve as the primary contact for statewide planning staff for all CARE functionality clarifications and interpretations; oversee CARE Help files
    • Develop training materials, demonstrations, and field communications, updates CARE Help screens, Assessor's Manual, CARE forms, and WAC related to CARE Change Control and the application of policy in CARE
    • Develop and maintain performance-tracking tools within current systems and develops new systems
    Six months from now: Your ramp-up has been quick, using your existing knowledge to understand CARE changes requested by staff or legislatively necessary. You are successfully establishing working relationships with CARE team business partners. Your work is progressing on meeting the completion date on a CARE Support Assessment project.

    Who should apply
    • Professionals with a Bachelors* Degree in social work, health or social science, public administration, or related field
    • And, at least 5 years of experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs; concurrent work experience shall include:
      • At least 5 years experience using the CARE assessment tool (front-end and back-end knowledge preferred)
      • Facilitator skills that help others feel comfortable expressing themselves, sharing ideas, and collaborating effectively, which requires active listening, empathy, effective communication, and the ability to guide discussions towards productive outcomes
      • Utilization of project management processes
    * A master's degree may be substituted for 1 year of experience. Additional described work experience may substitute year for year for education requirements.

    Preferred knowledge, skills, and abilities
    • Eligibility and benefit level algorithms and classification groups underlying CARE
    • Comfortable facilitating in-person and online trainings
    • Effectively communicate with a diverse audience across many levels of the administration and other partners
    • Guide different ideas and competing priorities and skills to know if relevant, necessary, and allowable
    • Understanding and experience with other DSHS information systems used by case management staff (Barcode, ACES, ACD, QA Monitor, ADSA Reporting)
    • Experience working with IT projects, planning, business analysis, system development and implementation
    • Planning and administering community-based supportive services for people with disabilities; understands inclusive user technology accessibility

    Insurance Benefits
    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

    Sick Leave
    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

    Vacation (Annual Leave)
    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

    Pay status includes hours worked, time on paid leave and paid holiday.

    As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC

    Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

    Military Leave
    Washington State supports members of the armed forces with 21 days paid military leave per year.

    Bereavement Leave
    Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
