    GENERAL DESCRIPTION:

    Perform highly complex (senior-level) computer systems analysis work.

    Coordinate the planning, technical, and analysis of user requirements and complex automated systems, procedures, and problems to better automate and improve existing systems including CAD systems and servers.

    Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.
    The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.


    ESSENTIAL DUTIES / RESPONSIBILITIES:
    1. Coordinate the planning, design, development, implementation, support, and maintenance of information technology in support of mobile technology.2.

    Analyze and test new or existing procedures and CAD systems for efficiency and effectiveness while maintaining vehicle mobile networking technology.3.

    Oversee projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation process.4.

    Oversee the training of staff prior to implementation of technical and/or In-Car and Communication computer systems and offer advice and guidance during the implementation process.5.

    Oversee the design and implementation of new or revised methods that effectively meet agency needs.6. Analyze, organize, and assist with agency disaster recovery responsibilities and procedures.7. Develop, analyze, and revise system design procedures, test procedures, and security standards.8. Update and maintain servers, server applications, and support programs.9.

    Coordinate the development, execution, and technical direction supporting the configuration, installation, and maintenance of software applications for In-Car and Communication applications.10.

    Evaluate and recommend action on test and certification of software and hardware upgrades.11.

    Prepare and define the goals of the system and devise flow charts and diagrams describing logical operational steps of program.12.

    Respond to DDC, State Operations Center, and disaster events.13.

    Analyze training for one on one needs to train users on operating components applicable to effective personal computer, tablet, or network operating procedures that utilize CAD system.14.

    Assist with the development of cloud-based infrastructures.15. Assist with deploying and debugging cloud initiatives as needed.16. Training teams on the implementation of cloud-based initiatives. 17. Work with other teams to create and maintain cloud applications.18. Troubleshoot any actual or potential problems with cloud computing platforms. 19. Keep up to date on any new developments in cloud applications.20. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.21. Perform other duties as assigned.


    Qualifications GENERAL QUALIFICATIONS and REQUIREMENTS:

    Education – Graduation from an accredited four-year college or university with a major in Computer Science, or a related field is required.

    Experience – Minimum of seven years' experience involving systems analysis including hardware and software configurations on various platforms in a networked environment is required.

    Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.

    Licensure and/or Certification – Must possess a valid driver license from state of residence. TLETS certification, TCIC\TLETS Less than full access required certifications every two years prior to expiration.

    Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.

    Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

    Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

    Knowledge of the limitations and capabilities of computer systems, techniques used in the design of automated systems, applicable server operating systems, hardware and software, computer operating system, and mapping system.

    Skill in troubleshooting computer systems.

    Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

    Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

    Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

    Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

    Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

    Ability to analyze systems and procedures and write and revise standards and procedures. Ability to coordinate and solve problems in scheduling, installing, and implementing programs.

    Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

    Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

    Schedule and/or Travel – Availability for after-hour, weekend, holiday, and emergency work is required. Availability for duties on-call and on varying shifts to provide twenty-four hour support to vehicle mobile networks.

    A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

    A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

    Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
