    General Description:
    The SNS Operations Supervisor is responsible for procurement functions within the division's school
    nutrition program in accordance with Federal, State, and Local standards to include the review and
    approval of purchase orders, soliciting unsealed and sealed bids and proposals, issuing quick quotes,
    resolving vendor issues, and providing assistance and guidance on specification development.

    Essential Duties and Responsibilities:
    • Develops and interprets requests for proposals, invitations for bids, contracts, and procurement documentation
    • Approves daily requisitions for food purchases, work orders, and small equipment to assure compliance with federal regulations
    • Assists with the preparation of specifications, requests for proposals, and quotes for food equipment, and supplies
    • Provides exemplary customer service to internal and external stakeholders
    • Uses knowledge of sources and suppliers beyond the metro Richmond area to meet complex requirements and to increase competition
    • Responsible for compliance with the Buy American policy
    • Provides support for the division's Minority Women Business Enterprise participation goals
    • Visits school sites to become acquainted with specific needs; notify supervisors of new products; arrange for demonstrations, testing, and employee training on new equipment and products
    • Assists in the planning and future development of the department, including short- and long-range goals, staffing requirements, marketing strategies, kitchen redesign, and equipment needs
    • Responsible for training others in multiple/complex tasks and procedures or subjects
    • Provides technical assistance to SNS managers in maintaining accurate records, preparing reports, and following policy and procedure
    • Conducts administrative audits, budgetary and operational reviews, inventory audits, and other procedural reviews and assists managers with corrective action
    • Assists the director in effectively and efficiently managing the resources of the department
    • Performs other duties as assigned
    Qualifications:
    • Bachelor's degree from an accredited college or university in institutional or hospitality food management, supply chain management, contract management, or related fields such as business, accounting, or finance
    • At least five years of progressively responsible experience in multi-site USDA K-12 school nutrition operations or institutional/hospitality food service management procurement
    • Considerable knowledge of the practices, procedures, and regulations related to school nutrition services
    • Knowledge of the principles and practices used in ordering, receiving, and storing food and supplies in large quantities
    • Working knowledge of risk management, safety methods, and procedures
    • Excellent interpersonal, problem-solving, organizational, verbal, and written communication skills
    • Ability to develop and deliver professional learning on a variety of topics to division-level and school-based administrators and staff
    • Excellent analytical skills
    • Work requires frequent standing, sitting, walking, and light lifting
    • Bilingual fluency/Spanish preferred
