    Job Description:

    The Office of the Assistant Secretary of the Navy, Financial Management and Comptroller (OASN (FM&C) requires strategic support to enhance its highly skilled and engaged FM workforce to support the DON's mission. The Program Manager shall serve as the Government's primary point of contact and the person responsible for coordinating and scheduling the contract team's work. The program manager must demonstrate expertise in leading workforce integration contracts, including assigning resources to the tasks, delivering quality products on schedule and within budget, and managing all contract management/financial management aspects of the contract.

    Responsibilities include but are not limited to:

    • Lead overall engagement for assigned technical areas
    • Provide both subject-matter expertise and strategic direction to engagement efforts
    • Provide authoritative advice on strategic workforce integration and development practices and standards
    • Conduct reviews, assess contract status, and recommend resolution of contractual and technical issues.
    • Provides oversight and management to overall contract operations, including subcontracts.
    • Maintains and manages relationships with senior-level management within the client organization.
    • Responsible for ensuring senior level management within client organization is aware of overall project status, including the potential impact on higher level organizational strategic vision.
    • Responsible for the management and quality control actions necessary to meet the contract terms and ensure quality, cost, and schedule work performance standards across all workstreams. Develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with this performance work statement.
    • Provide oversight and management of project planning, organizing and overseeing work efforts, assigning resources, managing personnel, providing risk management, ensuring quality management, monitoring overall project and contract performance, etc.
    • Develop and deploy scheduling tools that will improve efficiency in analyzing, reporting, and presenting information.

    Experience Requirements:

    Nine (9) years of progressive, relevant experience. Ideal candidates will have

    experience supporting engagements in business consulting, process improvement, strategy, financial management, or a related field, including four (4) years of experience managing such efforts for large, complex engagements in support of State or Federal Government agencies or large, complex companies (greater than 1,000) employees.

    Experience developing and delivering materials, deliverables, and presentations tailored for senior executive-level personnel who demand a thorough understanding of the subject matter and high precision, sophistication, and attention to detail. This necessitates a nuanced understanding of the audience's preferences, communication styles, and expectations.

    Mandatory: PMP

    Education Requirements:

    Mandatory: Four (4) year degree from an accredited United States college or university in accounting or business management-related field.
