    Senior Business Analyst

    HOW YOU'LL MAKE AN IMPACT:

    · You will join our talented Business Solutions Team. Our project is built on a multi-tier architecture including Service Oriented architecture, multi-tier web applications using Java and various other COTS products.

    · You will be an empowered team member and leader who deploys GDIT's methodologies and best practices to work with members of assigned Company business units to elicit, organize, document and validate business rules, functional and non-functional requirements.

    · You will apply your past job experiences and leadership to guide team members and business units in the formulation of solutions to their business problems.

    · You will determine and apply appropriate analysis skills in order to elicit, organize, document and validate business rules and functional/non-functional requirements.

    WHAT YOU'LL NEED TO SUCCEED:

    Education :

    · Bachelor's degree in related technical field, OR equivalent combination of education and experience

    Experience :

    · Eight (8) years of IT experience.

    · Six (6)+ years of experience in analysis and design on software development projects in a Business Analyst role.

    · Two (2) years of Healthcare business experience.

    Skills :

    · Knowledge of business principles and best practices common to organizations in the healthcare industry.

    · Knowledge of the Affordable Care Act (ACA) in the areas of Eligibility and Enrollment.

    · Knowledge of eligibility determination logic and the ability to update and maintain eligibility determination rules.

    · Experience developing Scope definition of change requests submitted by stakeholders and elicitation of business requirements for the same in accordance with federal and state compliance and regulations. Experience in New York State is a plus.

    · Support architects, developers, SQA, and UAT teams throughout the software development life cycle. This includes planning and documenting eligibility rules engine design.

    · Ability to document pseudo code type logic to guide development staff to update rule engine code.

    · Ability to moderate discussions enabling participants to articulate ideas on topics; recognize and manage various viewpoints. Promote creative thinking in others by asking questions and challenging assumptions.

    · Knowledge and comprehension of the business architecture of the organization being analyzed including business models, structure, relationships between business units and key stakeholders of those units.

    · Ability to identify, characterize and clearly present problems exposing underlying issues and break down relevant information by making comparisons and/or tradeoffs to find the most desirable option.

    · Ability to Collaborate, coordinate, and communicate across disciplines and departments.

    · Ability to anticipate business needs and think with a business owner mind-set.

    · Ability to consider all parties and the impact of proposed solutions on those parties. Ability to communicate to stakeholder's rationale for decisions made and possible outcomes for those decisions.

    · Ability to write effectively for various contexts and audiences resulting in concise communication and understanding of large amounts of complex data.

    · Analytical skills, including the ability to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, and distinguish requests and solution ideas from requirements.

    · Writing skills, capability to communicate information effectively and provide quality documentation of processes.

    · Ability to use software, hardware, and peripherals related to job responsibilities, including MS Office (Word, Excel, Access, PowerPoint, and Visio), SQL related development tools (e.g. TOAD), software testing application (e.g., Test Director), Service Ticket Routing and Inquiry System, SharePoint or similar collaborative work system, etc.

    · Ability to develop and comprehend Use Cases, Activity diagrams, and functional specifications.

    · Ability to understand data relationships and the impacts to the current system design.

    · Ability to conduct reverse engineering efforts which includes the ability to interoperate computer code.
