    Description


    Summary You will serve as a Financial Management Analyst in the Comptroller Department for the NAVY EXPEDITIONARY COMBAT COMMAND PAC (NECCPAC).

    Responsibilities You will be responsible for all budget and accounting fiscal matters pertaining to subordinate NECCPAC commands' operations, and ensure they are in compliance with execution guidelines and have proper validation.

    You will perform budget formulation functions involving preparation of detailed analyses of subordinate NECCPAC commands' budget estimates. You will provide advice and assistant to groups in facilitating, coordinating and collecting various budget formulation and execution data.

    You will research, compile, summarize, and complete data involving obligations, expenses, and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.

    You will prepare and edit narrative justification for projected funding needs and assure requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.

    You will explore the most effective ways to research and collect available factual information, analyze trends in the cost of accomplishing specific work objectives/relationships among organization needs/objectives.

    You will perform assigned budget execution tasks to meet the needs of the organization(s) at the lowest operation level. You will review and monitor execution by program to ensure funds allocations are executed properly and within target.

    You will monitor funding issuance and transaction listings, review and verify obligations, and expenditures to ensure acceptance of related funding documents and obligations.

    You will monitor, review, and promptly assist in resolving unmatched transaction reports relating to daily execution of financial resources. You will develop Internal Operating Procedures to maintain standard daily business processes.

    You will prepare and execute accounting year-end closeout and open-up activities in transitioning from one fiscal year to the next and ensure compliance with the annual fiscal requirements.

    Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector utilizing automated financial management systems to formulate budget estimates and monitor and report obligations and expenditures; analyzing transactional data for identifying trends; and developing recommendations for improved financial controls or budgetary practices Additional qualification information can be found from the following Office of Personnel Management web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

    Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is subject to work an uncommon tour, including nights and/or weekends to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

    Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI , v 1230.

    Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.
