    General Description of Duties

    The Information Technology Manager, under limited supervision, performs strategic-level technology services, management, and planning to ensure reliability, resilience, and expandability to meet current and future organization needs and goals. The IT Manager will serve as the clearing house for all County IT functions, and purchases. Significant independent judgment and initiative are required to accomplish goals. Work is performed under the administrative supervision of the County Manager and is reviewed through conferences, records and reports.

    Essential Duties and Tasks

    The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.     • Oversees preparation of department budget. Reviews and approves expenditures for the department. Completes research and prepares recommendations for County-wide IT budget expenditures.
    • Maintains working relationships with vendors, monitors their contracts, and ensures compliance with all provisions. Works with vendors to research and recommend new products, and to troubleshoot/answer hardware and software problems or questions.
    • Develops and maintains IT policies, procedures, and standards relating to acquisition, implementation, and operation of information technology and communication systems to ensure the protection of enterprise IT assets and the integrity, security, and privacy of information entrusted to or maintained by the County.
    • Negotiates IT acquisition contracts, soliciting staff and department director involvement as appropriate.
    • Plans, programs, directs, and monitors department operations; selects computer hardware, equipment, and software.
    • Develops and maintains an enterprise systems architecture, defining standards and protocols for data exchange, communication, software, security, and interconnection of information systems.
    • Coordinates computer applications with departments served; meets with department directors and key personnel as necessary to assure effective and secure service delivery.
    • Develops an understanding of specific aspects of a department's operations including forms, functions, work coordination, methods and procedures of various operating divisions.
    • Provides advice on evaluation, selection, implementation, and maintenance of information systems, and approves and controls all projects related to selection, acquisition, development, and installation, and life-cycle maintenance of major information systems.
    • Directs installation of voice and data communication access lines and computer terminals.
    • Directs the purchase, installation, and life-cycle maintenance of computers, phones, servers, switches and other network equipment.
    • Handles IT related emergencies related to Public Safety Departments.
    • Manages the purchase, distribution and security of cellular equipment including phones, modems, hot spots and other devices.
    • Works with other departments to update and manage the County website and certain social media pages.
    • Oversees operation and development of the County's Help Desk system to record and track issues, develop and publish solutions.
    Knowledge, Skills and Abilities:
    • Thorough knowledge of the principles, practices, hardware, software, and equipment related to local government computer information systems, including knowledge and experience working with hybrid cloud environments and cybersecurity best practices.
    • Thorough knowledge of resources available for effective operation of a local government computer information system operation.
    • Thorough knowledge of new and upcoming technologies and modern techniques in system analysis and design.
    • Considerable knowledge of the organization and functions of local government.
    • Ability to plan, program, direct, and control the work and employees involved in department operations.
    • Ability to communicate effectively, orally and in writing.
    • Ability to establish and maintain effective working relationships with officials, department directors, key employees in other departments, and subordinates.
    Requirements

    Minimum Training and Experience

    Bachelor's Degree from an accredited college or university in Computer Science, Public Administration, Business Administration or related field and five years of progressively responsible experience in information systems; or equivalent combination of education and experience. Local Government experience is preferred. Well-qualified candidates will have experience integrating on-premises and cloud solutions to provide seamless, reliable, and secure capabilities for Information Systems users.

    Physical Requirements

    Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which involves some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (up to 20 pounds) and occasionally heavier weight (up to 40 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
