Job Description
The Executive Director's Office in the Utah Department of Health and Human Services is looking to fill a Senior Project Manager (Research Consultant III) position to lead and conduct various special projects assigned by the Executive Director's Office.
The Senior Project Manager represents EDO and DHHS in meetings with stakeholders and is expected to reflect the agency's mission and values.
This is a senior level research consulting position who reports directly to the Senior Policy Advisor and supports the DHHS executive leadership team with special projects which are essential to the Department's operations.
The Senior Project Manager is responsible for:
Developing and implementing a variety of high priority short-term and long-term projects that often have statewide reach across many or all of DHHS' operating units.
Projects which include establishing policies or procedures related to the agency merger, internship programs, data modernization, and improving customer experience, among others.
Convening the necessary staff and partners to work on a project, including projects related to an immediate crisis, to help facilitate EDO in making policy or programmatic decisions and/or modifications.
Representing DHHS at the request of EDO in meetings with external stakeholders to offer meaningful input while representing the Department's mission, vision, and goals.
For assigned projects, theSenior Project Manager:
Collaborates with internal and external stakeholders to answer critical questions and gather necessary information.
Effectively communicates with individuals from within and external to DHHS while representing the organizational mission and values.
Conducts research necessary to inform the project and answer questions that may arise.
Manages resources and tools to maintain project timelines and oversees task completion.
Considers policy or programmatic concerns that arise during the research and development of special projects, and elevates issues as needed to leadership.
Independently manages their time to ensure projects are completed timely.
Develops, executes, and monitors contracts and other agreements at the Executive Director Office (EDO) level.
Ideal Candidate
The model candidate for this position is:
An effective communicator and have extensive experience engaging with a variety of stakeholders in critical and complex situations
Capable of researching problems and questions to develop recommendations
Knowledgeable of the Results-Based Accountability framework, preferably with experience in implementing projects within this framework
Skilled at reading and interpreting laws, regulations, and policies
Proficient in generating policies, procedures, presentations, contracts, memos, and other materials necessary for the development or implementation of a project
Extremely organized and detail-oriented, with experience managing multiple projects at once, each containing a wide range of tasks
Comfortable assigning tasks and following-up to ensure task completion
Skilled at independently problem-solving and elevating concerns that are relevant for executive leadership
A strong and well-developed writer
Preference
Preference may be given to candidates who have:
Five years of professional work experience in similar roles, or positions for which the responsibilities included skills transferable to this position OR four years of full-time education in a related field (i.e. studies accomplished under any degree in the fields of public policy, public administration, project management, organizational management, or related fields) plus one year of professional work experience in similar roles.
A Project Management Professional or Certified Associate in Project Management certification
Experience supervising personnel
Beginning April 8, 2024, DHHS is implementing hybrid work, requiring employees to work at least two days per week in-office.
There may be a need for more frequent in-office work for the individual in this position, based on business needs or at the request of the direct supervisor or EDO.
