    Hours Varies; usually Monday-Friday, some weekends and travel may be requiredDate Available ImmediateJOB DESCRIPTIONThe Tennessee State Veterans Homes Board (TSVHB) has an immediate opening for a Budget Analyst.

    The position will work directly under the supervision of the Finance Director and indirectly to the Executive Director.


    Responsibilities include:

    implementing budgeting and financial record keeping procedures to ensure efficient coordination of various departmental, grant, and designated accounts, maintains accurate information regarding the financial status of the cost centers and grant expenditures, advises the Administrator /Department Head regarding financial decisions, assists the Administrator /Department Head and expense monitoring and projections, and prepares a variety of operational and financial reports and spreadsheets.

    The Budget Analyst coordinates the development of budget related training programs and presents and/or facilitates the presentation of information related to grant and budgetary topics in support of various TSVH Programs.

    ESSENTIAL JOB FUNCTIONSEnsures timely and accurate budget development and monitoring of various cost centers, grants, and designated accounts by implementing budgeting systems and financial records/reports which are compatible with the TSVHs accounting and reporting systems.

    Interprets financial reports and advises the cost center head regarding financial decisions by providing accurate information regarding the financial status of individual accounts and the cost center as a whole.

    Assists the immediate supervisor in annual budgeting and financial planning by providing allocation and expense projections.
    Ensures the financial integrity of departmental, grant, and designated budgets by monitoring balances and expenditures.

    Provides assistance to the immediate supervisor by collecting, organizing, and analyzing financial and other statistical data for the preparation of financial and non-financial reports, establishing reporting deadlines for cost center staff providing data for these reports, and utilizing the TSVH systems to assist with financial management responsibilities.

    Coordinates budgetary and other statistical data with other TSVH entities, as directed.

    Serves a liaison between the cost center and Finance Director on financial matters such as budget submission and clarification of financial and budgetary policies and procedures, particularly relating to grants and contracts compliance.

    Assists the Finance Director and cost center head to assure proper use of TSVH funds by reviewing and verifying budget information, and noting questions and concerns.

    Assists the Finance Director and Executive Director in the development of annual salary increases based on performance and equity.
    Presents training and development sessions related to financial and budgetary topics to Administrator /Department Heads.

    Utilizes effective interpersonal, problem-solving, and decision-making skills to handle special administrative and trouble-shooting projects assigned by the immediate supervisor by gathering information, coordinating and communicating with various departments, and following through with projects to completion.

    Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as required.

    Contributes to the overall success of the homes and executive office by performing all other essential duties and responsibilities as assigned, maintaining high levels of accuracy, maintaining a professional demeanor and appropriate levels of confidentiality, and providing excellent customer service.

    QUALIFICATIONSBS in Accounting or Finance with five (5) or more years accounting experience at a professional level.

    CPA preferredShould possess knowledge and understanding of:
    GAAP, internal controls, relevant federal and state laws, rules, and regulations.

    Must be able to work a flexible changing work scheduleOutstanding interpersonal relationship skills, strong work ethic and meticulous attention to detailMust be extremely organized and able to multitaskExcellent written, verbal and presentation skillsExcellent personal and team time management skills, with ability to work effectively in a busy environment.

    PC proficiency in software applications to include MS Word, Excel, PowerPoint and Outlook. Strong computer skills, including the development of spreadsheets and reports using graphs and charts, are required.
    Knowledge of Federal and State grant process and healthcare finance desired.

    The ability to initiate and follow through with work responsibilities and to meet deadlines with a minimum of supervision is required.

    EDUCATIONAL REQUIREMENTSCandidates must have graduated from an accredited four-year college or university with a bachelors degree in Accounting or Finance.
