    Job Summary

    The Senior Regulatory Analyst (Utah) will have primary responsibility for all regulatory functions related to Caerus' operations in Utah.In particular, the Senior Regulatory Analyst (Utah will be responsible forpermitting of new development in Utah under current BLM, BIA, UDOGM, and applicable local rules and regulations and for all downhole permitting and sundries.

    Essential Duties & Responsibilities
    • Proven working knowledge and experience with the UDOGM's rules specifically regarding APDs, Drilling and Completions, Shut-In, Temporarily Abandoned and Plugged and Abandoned wells
    • Accurately, timely and correctly filing of Federal, UDOGM and local permits and tracking conditions of approval for the following permits:
      • BLM APDs (digital Form
      • BLM Notice of Intent and Subsequent Report Sundries (digital Form
      • BLM Notice of Staking (NOS)
      • BLM Completion Reports (digital Form
      • UDOGM Forms 3-9
    • Permitting
      • Participating in and contributing to development team meetings
      • Communicating agency permitting objectives and requirements to internal stakeholders
      • Coordinating survey plat updates and distributing them to appropriate team members
      • Setting deadlines and coordinating with internal teams and external consultants to gather all relevant information for timely permit submittals
      • Attending on-sites with federal and state representatives
      • Developing internal processes and solutions to improve permitting timelines internally
      • Drafting and reviewing BLM APDs, including accompanying Surface Use Plans of Operations
    • Tracking the drilling and completions schedule to ensure post-drill reporting is completed timely
    • Coordinating with internal and external stakeholders to ensure that all downhole sundries are submitted in a timely manner
    • Organizing and tracking permit Conditions of Approvals (COAs) attached to approved permits and communicating COAs to internal stakeholders
    • Responding to compliance violations and working with internal stakeholders to address compliance issues
    • Identifying new regulatory requirements and communicating them to field staff
    • Creating and maintaining positive relationships with agency counterparts at BLM, UDOGM, BIA, UTERO, Ute Tribe Energy and Minerals Department and applicable local governments as they relate to permitting and compliance
    • Such other duties as may be assigned from time to time by the Senior Regulatory Manager or are otherwise dictated by the needs of the organization.
    Qualifications

    Specialized Knowledge:
    • Advanced experience in UDOGM and BLM permitting.
    • Advanced experience in Microsoft Software including:
      • Word, PowerPoint and Excel
    • Strong familiarity and understanding of regulatory language and the ability to quickly interpret the meaning and intent of regulations and apply them to permitting locations
    • Familiarity with surface use planning and permitting well pads, pipelines, access road, and ancillary facilities and in securing necessary variances
    • Must possess a strong working knowledge of "cradle to grave" operations for oil and gas operations
    • Demonstrated knowledge of filing and acquiring permit approvals for surface and downhole oil and gas operations under the UDOGM Rules, Federal rules and regulations, and applicable local municipalities including, but not limited to:
      • BLM Onshore Orders 1-2, 6-7; 43 CFR 3173, 3174 & 3175, NTL 3A, The Gold Book Standard for Surface Use Operations
    Skills & Abilities:
    • Ability to manage multiple priorities at once
    • Excellent interpersonal skills including the ability to work with different departments at various levels in the Company
    • Ability to react quickly to changing priorities and project timelines
    • Solid organizational, planning, and analytical skills, ethical orientation and attention to detail
    • Demonstrated critical thinking and ability to derive solutions independently or through collaborative meetings
    • Ability to be a positive representative of the Company both internally and externally
    • Ability to work with respect and cooperation at all times with fellow employees
    Industry Experience:
    • 7-10 years of oil and gas experience with a significant portion of that in a permitting capacity
    Education:
    • High School Diploma; additional relevant education/certifications preferred
    Working Conditions
    • Normal office environment with periodic field visits or travel to the Denver or Parachute offices
