    General Description


    This is technical work assigned to protect sensitive information and prevent unauthorized access to resources across the entire City of Miami Gardens' network.

    The incumbent is responsible for the administration and maintenance of both logical and physical security controls with a particular focus on network security within the City's enterprise.

    Operates with high autonomy, under minimal supervision, and reports significant activities during periodic meetings.

    Essential Job Functions

    Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

    Oversees and manages Next-Gen firewall and DMZ.

    Monitors, analyzes and responds to SEIM alerts from various sources.

    Responds to alerts from the email security system.

    Ensures the inclusion of I.T. security best practices in all configurations.

    Designs, documents and maintains security controls documentations.

    Collaborates with other Departments in implementing secure business processes.

    Monitors security threats and balances security with business needs.

    Responds to escalated security tickets and manages expectations during issue resolutions.

    Assists in Incident Response for all security incidents.

    Contacts vendors, manufacturers, and support lines for different products. Maintains vendor management standards for compliance.

    Assists in computer forensics, penetration testing, and other security testing activities.

    Performs security assessments and recommends mitigating actions.

    Supports End Point Security operations and ensures controls are effective.

    Conducts research on security products and provides recommendations for improvement.

    Provides LAN/WAN support to I.T. Department for security solution implementation.

    Reviews and analyzes the effectiveness and efficiency of existing systems and develops strategies for improvement.

    Prepares and delivers reports, recommendations or alternatives, which addresses existing and potential trouble areas in operational security.

    Performs cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.

    Ensures compatibility and interoperability of in-house computing systems without compromising security.

    Provides orientation and training to end users for all modified and new user security systems.

    Creates documentation and conducts testing of the resulting process, assisting with the transition using change management tools.


    Stays updated with advancements and best practices in digital trends, including cybersecurity threats, industry best practices, and upcoming government mandates.

    Performs related work, as assigned.

    Minimum Qualifications


    Knowledge, Skills and Abilities:
    Knowledge of information security principles, process, and procedures


    Including the following:
    security risk assessment standards, risk assessment methodologies, and vulnerably assessment. Experience with desktop operating systems. Knowledge of Windows Servers, transmission control protocol and Internet protocol (TCP/IP), and other network administration protocols. Knowledge of cyber security equipment including malware detection/remediation, firewall, intrusion detection and vulnerability detection/remediation systems. Knowledge of information security standards and methodologies. Knowledge of security processes, tools, and the latest technologies.

    Ability to utilize strong analytical skills and problem-solving methods. Ability to resource, plan and deliver projects. Ability to stay current with relevant technology and innovation related to cyber security.

    Ability to be at ease in a fast-paced, multi-tasking environment and to work independently and as part of a team.

    Attention to detail.

    Ability to research and use independent judgment to solve problems that are difficult to identify or where facts may be insufficient and misleading.

    Ability to handle sensitive or confidential information.

    Skill in working in a cyber security environment.


    Education and Experience Requirements:


    A Bachelor's degree in Computer Science, Management Information Systems or related field with a minimum of three (3) years' experience supporting daily IT operations in computing and information security-related tasks.

    At least one major vendor certification (CompTIA, ISC2, Microsoft) and/or prep coursework on current and relevant certifications. Must possess and maintain a valid Florida driver's license and satisfactory driving history throughout employment. Familiarity with VMWare administration and training preferred. Network Administration experience and training preferred. A combination of education, training, and/or work experience may be considered.


    Criminal Background Investigation:


    The applicant will be required to undergo and successfully pass a Criminal Background Investigation, a polygraph examination, undergo FDLE Certification and pass the FDLE Training Classes.

    Must obtain National/Florida Crime Information Center (NCIC/FCIC) clearance for work with the Police Department information systems.

    Employees in this classification serve on 24-hour voice communication systems support on a rotational basis. Evening, holiday and/or weekend work may be required in order to perform many administration and maintenance duties.

    Benefits are available to FULL-TIME employees only.

    The City of Miami Gardens offers a comprehensive benefits package, including 176 hours of Personal Time Off (PTO) in lieu of vacation and sick time and 12 paid holidays (11 holidays and 1 floating holiday).


    The City participates in the retirement plan administered by the Florida Retirement System (FRS), which requires a mandatory 3% contribution.
