    Job Description

    PURPOSE AND SCOPE:

    The Director, Executive Vice Chancellor Operations (EVCO) Business Operations directs staff and resources to provide business operations support to all divisions reporting to the Office of the Executive Vice Chancellor, including but not limited to Client Relations & Communications, Analytics and Institutional Reporting, Contact Center, Campus Services and Security. The position is responsible for directing all activities related to Business Operations, including interfacing with a variety of LSC departments. Manages and coordinates long-term planning and day-to-day budget management, as well as oversees Board Agenda Items (BAI's) and ensures compliance with internal and external rules and regulations. Creates multi-million-dollar budgets including various funding sources.

    ESSENTIAL JOB FUNCTIONS:
  • Responsible for executive leadership (EVC-O, CIO, SAVC, etc.) budget setup, accounts for all budgeted full-time and part-time positions including analyzing and balancing the fiscal allocation to individual divisions/department's final budget. Provides leadership for the annual budget development process and training for AVCs, Executive Directors (ED), directors and managers
  • Provides leadership and guidance to all divisions/departments within the organizational tree regarding financial services, including budget planning advice, business operations best practices and day-to-day financial strategy. Responsible for area transitions, including migrating budgets, positions, reorganizational changes and related business operations
  • Responsible for Human Resources-related business operations; including PMR's, stipends, ePars, job posting approvals, salary recommendations for new hires, direct hiring packets, re organizational changes and transitions with the departments. PT and FT salary projects in current and future budget planning
  • Advises senior leadership regarding strategic initiatives and assists in the development, review and recommendation of policies' plays a strong role in evaluating, planning developing and improving overall business services and operations for multiple System-Wide departments
  • Plans and implements concepts, practices and goals of multiple System-wide departments' business and budgetary processes, including a variety of complex System-wide projects requiring a wide degree of latitude in interpreting and applying LSC policies and procedures
  • Responsible for fiscal accountability of all contractual life cycle management and obligation management across multiple divisions/departments including funding accountability for various contracts
  • Creates, implements, and manages processes and procedures for effective business office operations, including Key Performance Indicators to help the success of the division and LSC
  • Oversees/Manages multiple project budgets including purchases within construction projects for LSC working directly with CIO, SAVC's, AVC's, ED's and Directors; providing project information for project spend, evaluate trends, reporting on various types of funding sources, fiscal year budgeting evaluation, capital asset tracking, queries and reports on projects that include multiple phases and multiple years of fiscal funding
  • Leads financial meetings with the Campus and System coordinators, Business Managers, ED's, SAVC's and AVC's for all divisions/departments; Ensures coordination of and compliance with all related Business Office and LSC processes and procedures
  • Coordinates, monitors and approves department purchases while ensuring department is working closely with OGC for contract review, purchasing for policies and procedures, and accounts payable for invoicing and asset management. Responsible for tracking assets, fixed assets and capital projects
  • Responsible for tracking licenses, hardware & support, subscriptions and services for LSC and System wide contracts; this includes implementing new software and maintaining current software/hardware using an automotive tracking system (SNOW)
  • Conducts regular CS internal audits of all aspects of the business operations process and makes timely recommendations for going forward. This includes weekly, monthly, quarterly and yearly audits of individual business operations needs. Creates and implements various SOP's/Job Aides to conduct business in relation to the policies and procedures for LSC. First point of contact for external/internal business request and responses in business operations
  • Builds strong business relationships and maintains the highest degree of confidentiality and discretion at all times. Prepares accurate and appropriate reports for executive management
  • Responsible for other reasonable, related duties as assigned
  • KNOWLEDGE, SKILLS, AND ABILITIES:
  • Extensive knowledge of board policies and procedures, purchasing, budgeting, financial administration and reporting, and planning
  • Attention to detail and the ability to successfully manage multiple tasks in a fast-paced, deadline-oriented environment; excellent time-management skills
  • Comprehensive computer technology skills to include Microsoft Office, PeopleSoft, performing complex queries, and constructing and running reports

  • PHYSICAL ABILITIES:

    The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

    WORK SCHEDULE AND CONDITIONS:
  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • May occasionally need to work weekends or untraditional hours
  • May regularly travel to different LSC locations
  • May be fully reassigned to other LSC locations if necessary
  • May need to work weekends and outside of core business hours if necessary
  • REQUIRED QUALIFICATIONS:
  • Bachelor's degree and at least 7 years of related work experience, or an equivalent combination of education and experience
  • Experience must include at least 3 years in a management level position
  • PREFERRED QUALIFICATIONS:
  • Master's degree in business administration, finance, or related degree

    Hiring salary range is $89,399-$102,809.

    Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
