    Description


    Reporting directly to the Deputy Chief Operating Officer, the Environmental Services Director assumes responsibility for leading and guiding the City's Environmental Services Department.

    The Director oversees Assistant Directors and senior management in this role, providing immediate direction and strategic vision. Focused on departmental operations, the Director champions initiatives to maintain a clean and safe environment for San Diego residents. With a team of over 600 employees, the department manages an annual operating budget of approximately $192 million.


    Key Areas of Responsibility:
    Represent the Department at Council meetings and various civic, community, and professional engagements.
    Collaborate with the department's management team and staff to ensure the department operates efficiently and effectively.
    Lead efforts to maintain solid waste mandates and regulations, including diversion, recycling, and SB 1383.
    Review policies, administrative regulations, department instructions, and other related documents to ensure uniform compliance throughout the Department and City.
    Monitor evolving technologies and implement process improvements as needed.

    Regularly engage with both field and professional staff, fostering a culture that actively supports diversity and inclusion through genuine commitment and management initiatives.

    Develop and maintain relationships with partner- agencies and key stakeholders.
    Manage Active Landfills, Compost Facilities, Household Hazardous Waste (HHW), Transfer Facilities, Inactive Landfills, and Burn Ash Sites.
    Direct the department's fiscal/budget activities, including the preparation and administration of capital and operating budgets.

    Lead efforts to proactively identify and support creative and viable business solutions for efficient recycling, solid waste collection operations, landfill management, environmental services, and programs, including the Zero Waste Strategic Plan, organics management, and the Mayor's Clean SD initiative.

    Optimize the Department's organizational structure to ensure enhanced service delivery.
    Responsible for managing the Non-Exclusive Solid Waste Collection Franchise System.
    Responsible for enforcement and compliance of solid waste and recycling codes for residents and businesses. Ability to professionally plan, organize, coordinate, administer, and direct the work of the Environmental Services Department.
    Develop and direct the implementation of the department's goals, objectives, policies, procedures, and work standards.

    Oversee the Department's financial management, including budget development, preparation, and monitoring to ensure compliance with City policies for purchasing and financial transactions.


    Minimum Qualifications:
    Bachelor's Degree in Public Administration, Business Administration, Environmental Services, or a related field,

    and
    Ten (10) years of professional-level and management experience would typically demonstrate these qualifications.

    Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including using graphs and tables as needed.

    Ethical and objective, adept at navigating politics. Strong business and political acumen for collaboration with stakeholders.
    Effective communicator with diverse audiences, including officials and the public.
    Ability to comprehend technical details and understand how they relate to and impact the "big picture."
    Ability to align department goals with the City's vision, values, and mission.

    Ability to work both independently and as part of a team in a fast-paced, high-pressure environment with constricted time constraints.

    Interest in municipal activities and services and how they impact the community.
    Energetic and motivated with the ability and desire to take initiative.
    Experience working with represented labor groups.

    The Department:
    The Environmental Services Department ensures residents are provided with a clean and safe environment. The Department pursues waste management strategies emphasizing waste reduction and recycling, composting, and environmentally sound landfill management.

    The Department consists of five Divisions:
    Clean SD, Collection Services, Disposal, and Environmental Protection, Waste Reduction, and Support Services.

    Clean SD Division

    Responsible for managing the waste abatement components of the Clean SD Program which includes abatement of homeless encampments, enforcement of citywide solid waste codes, removal of illegal dumping, waste abatements, providing roll-off bin services to city facilities, organizing planned curbside cleanups in neighborhoods, removing dead animals from public rights-of-way, and conducting sidewalk sanitization to protect public health.

    Collection Services Division

    Provides for the collection and disposal of residential refuse, the proper handling of recyclables and organic waste, and the collection of litter from containers in business districts.

    Disposal & Environmental Protection Division
    Operates the Miramar Landfill and Greenery.

    The Division maintains eight closed landfills and eight inactive burn sites; ensures regulatory compliance of the City's underground fuel storage tanks; performs inspections and manages abatements of lead and asbestos in City facilities; provides public education on lead and asbestos; and disposal services for residential household hazardous waste.

    Waste Reduction Division

    Responsible for managing the Non-Exclusive Solid Waste Collection Franchise System, waste diversion programs, zero waste planning, Senate Bill 1383 reporting and compliance, recycling education and technical assistance, and enforcement and compliance of solid waste and recycling codes for residents and businesses.

    Support Services Division

    Facilitates the Department's delivery of quality environmental programs through the provision of administrative and regulatory support, contracting and fiscal management, intra-departmental facility maintenance, information system management, customer service, safety, training, and employee development programs.

    The Division functions as a multifaceted resource to the Department, highlighting the commitment to customer and environmental stewardship.
