    Our Driver and Vehicle Records (DVR) unit is currently recruiting for a critical thinker to lead their team as the acting Assistant Administrator.
    Driver and Vehicle Records (DVR) within the Programs and Services Division provides management and administration for multiple statewide programs that support driver and vehicle records. DVR is responsible for imposing sanctions, when required, against driver and vehicle owners; processing vehicle/vessel titling and registration, specialty and personalized license plate applications, and parking privileges for organizations and individuals with disabilities; administering the autonomous vehicle, personal delivery device program, and abandoned recreational vehicle programs; processing abandoned vehicle requests; and supporting internal partners including the Licensing Services Offices and the Customer Contact Center.

    Duties

    As the Assistant Administrator you will be responsible for the interpretation, implementation, and compliance of federal and state laws as well as the formulation and implementation of departmental rules and policies that affect all levels of traffic safety, driver and vehicle record management and licensing issues. Your ability to look at things with a 'big picture' mindset and think strategically when considering and evaluating proposed programs, and project action plans and proposals will be to your success. Not only will you be tasked with applying set standards you will also be asked to develop appropriate and meaningful standards to enact and enhance executive vision and goals.

  • Maintain understanding and sensitivity to the changing political and organizational environment and its impact on the decision-making and policy-setting process for the agency, division, unit, project and program areas.
  • Provide clarification and interpret laws, rules and program or administrative policies as applied to driver, vehicle and vessel licensing management area and statewide programs.
  • Serve as a liaison to internal and external stakeholders.
  • Provide strategic support, collaborate, to produce effective training, policy and maintain responsiveness to stakeholder needs.
  • Manage the development of specific training material to support changes in statute, rule, advances in technology or to meet operational demands of the supported division.

    Qualifications

    What you will bring to the position (Required):
  • Five (5) years of experience managing second-level supervisors/managers, with demonstrated knowledge and skills in workload management, developing expectations, coaching, and mentoring and leadership development.
  • Significant experience:Working with rules and regulations, and ensuring processes and procedures are in compliance with state and federal laws.Collaborating, negotiating, and facilitating problem resolution with staff and stakeholders, delivering complex information, verbally and in writing, to a wide range of audiences including but not limited to elected officials, law enforcement, various state agencies and the general public.
  • Expert level interpersonal skills including written and oral communication, public speaking, conflict resolution, consensus building and developing and maintaining effective relationships.
  • Experience in legislative and rule-making processes.
  • Experience developing and implementing process improvement initiatives.
  • Experience or knowledge of the budget process, including developing budget packages, fiscal notes and monitoring expenses.
  • Practical and significant experience in business and strategic planning, using judgment and critical thinking to integrate ideas, intentions, and information to form goals, objectives, timelines, action plans and solutions.
  • Experience can be gained concurrently. Up to four (4) years of relevant education* may substitute year for year for experience.
    (Associates degree = 2 years Bachelor's degree = 4 years) What may help set you apart (Preferred):
  • Bachelor of Arts degree or equivalent in public administration, business management or closely allied field.
  • Substantive experience in driver, vehicle and vessel titling and licensing.
  • Experience in working with Legislators, stakeholders, business partners, governmental agencies, and private organizations.
