    At WorkForce WV, this position is in the Unemployment Compensation, Field Audit Compliance and Enforcement unit.

    Under general supervision this position will communicate daily with employers, bookkeepers, accountants, and tax services to pursue delinquent unemployment reports and past due unpaid monies based on established criteria and procedures.

    Work products must meet or exceed performance measures established by the Agency and the Federal Department of Labor. Explains the Unemployment Compensation Law as it pertains to employing units and the nature of the existing delinquency.

    Topics creating delinquencies may include complex issues, such as tax rate adjustments, the difference between employment and contract labor, changes in business ownership, and more.

    Discuss Unemployment Compensation Law reporting requirements for business entities and provide assistance to employers with seriously delinquent accounts and/or their representatives, including CPA's, bookkeepers, tax preparers, corporate officers, office managers, and attorneys.

    Assists employers in the preparation of delinquent unemployment returns as well as other forms required under the administration of the Unemployment Compensation Law.

    Shares information with representatives of other unemployment work units in the Benefits, Field Audit, Legal and Accounting Sections as well as representative of other state and local government agencies to verify that employers are doing everything necessary to be compliant with the Unemployment Compensation Laws.

    Determines appropriate delinquency account management tactics based on sound judgment, in compliance with existing applicable rules and procedures. Previous experience with each delinquent account may also impact collection strategy.

    An analysis of the employer's financial information, including tax returns, payroll documents, and other available information also helps determine appropriate collection strategy.

    Prepares and files criminal charges in Magistrate Court against the responsible parties of habitually delinquent employers; then attends subsequent hearings to communicate the Agency's needs to the county prosecutors, and sometimes testifies under oath as an expert witness representing the Agency.

    Negotiates repayment agreements with delinquent employers based on existing Agency standards; determines when a re-payment agreement is in default, as well as the appropriate collection action to follow such default.

    May train subordinate or peer-level employees. May participate in special projects for the divisions and/or the Agency. Supports Senior Staff and Division Management as necessary to achieve the goals of the unit and the Agency. Performs related work as required. OASIS Position Number 0323P00359

    Training:
    Bachelor's degree from an accredited college or university.

    OR

    Substitution:

    Full-time or equivalent part-time paid experience performing clerical work, or experience in customer service, banking, human resources, telemarketing, sales, or hospitality may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
