    Under limited supervision, the IT Business Director will work with IT Leadership and functional business units to ensure alignment and prioritization of the Office of Information Technology (OIT) Business activities. Focus on supporting OIT purchases, renewals, budget, and procurement activities associated with IT departmental and agency technology purchases. Ensure and work with agency program area acquisition of technology products or service following technology standards and state/agency procurement rules. Oversee the activities of IT professionals supporting departmental operational proprieties, purchases, and IT Asset Management Program. Ensure operational efficiency and compliance to state and agency polices and standards.
    • Manages IT professionals and contractors in the planning, development, support, maintenance, analysis, and reporting of IT related Business Services associated with Business Delivery, Planning and Implementation, IT Asset Management, and IT standards. Ensure operational excellence, efficiency, and compliance to support agency priorities and initiatives. Follow industry best practices and adhere to state and agency policies and standards.
    • Work with IT Leadership and Finance and Operations Staff to coordinate, plan, maintain, and review IT budget and facilitate IT purchases. Work with Bureau of Business Management (BBM) and Accounts Receivable (AR) to see agency and IT purchases through the procurement process for timely processing and payment. Coordinate review of agency program areas technology product or service purchase requests through the approval process and adhere to state and agency IT technology standards and procurement policies and procedures.
    • Work with FAO Business Management Property & Asset Manager, IT End User Services, IT Staff, and program area property custodians to support and manage the entire life cycle of agency assets OIT is responsible for tracking.
    • Establishes and maintains working relationships with users, technical staff, management, vendors, and others. Directs the preparation of project reports for customers. Assesses project progress and is held accountable for results. Coordinates, designs and maintains documentation and service catalog associated with supporting services.
    • Maintains awareness of information technology trends and changes.
    • Other duties as required.
    Minimum and Additional Requirements

    State Minimum Requirements: A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics; management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may be substituted for bachelor's degree on a year-for-year basis.

    Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

    Agency Additional Requirements: Knowledge of an agency's mission, programs, and objectives. Knowledge of procurement management, inventory control and supply functions. Ability to establish and maintain working relationships with users, technical staff, management and vendors. Ability to plan, direct, review the work of technical personnel. Ability to employ interpersonal and problem solving skills. Strong organizational skills and attention to detail. Strong Analytical skills. Knowledge of project-planning tools. Ability to interpret and apply rules and regulations. Ability to make presentations and prepare reports effectively, both orally and written.
    Some limited after-hour and weekend work may be required; during emergencies, on call 24 hours a day when activated (agency cellular device is authorized to meet this requirement). Minimal travel required.

    Preferred Qualifications
    • Strong interpersonal and communication skills.
    • Knowledge of technical and business terminology.
    • Experience with developing presentations, reports, charts, and data models.
    • Experience with chairing and facilitating meetings.
    • Organizational skills.
    • Supervisory experience (5 years).
    • Experience with medium to complex IT purchases and purchasing.
    • Knowledge of Project Management principals.

    This position is part of the South Carolina Department of Health and Environmental Control's Office of Information Technology. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
