    Description

    Job Title: Administrator II

    Main Purpose of Job:

    This is a full-time contractual position as an Administrator II within the Office of Planning (OOP), Division of Policy of Planning, at the Behavioral Health Administration (BHA). The individual will participate in all processes leading to the development and management of the Federal Substance Use Prevention Treatment and Recovery Services (SUPTRS) Block Grant. This position will support the Office of Planning (OOP) in writing, reviewing, and developing correspondence related to federal block grant funded programs.

    Key Responsibilities:

    • Engage in high-level administration, monitoring, and management of the SUPTR funds ($30-40 million).
    • Collect and analyze feedback from participants, advocates, providers, State agencies, and other related partners to meet State and federal planning requirements.
    • Provide technical assistance to local behavioral health authorities that oversee SUPTR funded programs at the local level.
    • Assist the Director for the Office of Planning in coordinating agency operations, planning, organizing, implementing, administering federal grant dollars for substance use disorder prevention and treatment, in accordance with federal regulations and directives.

    Requirements:

    Minimum Qualifications:

    • Graduation from an accredited high school or possession of a high school equivalency certificate.
    • Five years of administrative staff or professional work experience.

    Desired Qualifications:

    • Experience reviewing strategic plans, grant applications, and evaluating annual memorandums of understanding (MOUs), conditions of award (COAs), and statements of work (SOWs).
    • Experience developing and implementing programs and grant monitoring.
    • Experience in writing and editing professional executive summaries and powerpoint presentations for executive management.
    • Experience chairing work groups and standing committees.
    • Experience with Standard Operating Procedures, to include writing policies and procedures.
    • Experience with long term strategic planning, plan evaluation, program compliance, monitoring, writing narrative reports of the plan outcome as well as performance improvement plans.
    • Experience in engaging with internal and external stakeholders.

    Benefits:

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.

    The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
