- Bachelor's degree in Civil Engineering or a related field from an ABET accredited institution.
- P.E. License in the State of Texas preferred.
- Minimum 3 years of experience as a Project Manager for Civil Engineering activities.
- At least 7 years of experience in the civil engineering industry.
- Proficiency in AutoCAD Civil 3D or Microstation/Geopak.
- Able to produce construction plan sets independently.
- Experience using VantagePoint as a project management tool is a plus.
- Independent worker with strong time management skills, capable of delivering high-quality, detail-oriented work under tight timelines.
- Ability to think logically and assess different solutions and approaches to problems.
- Identify and resolve complex problems by evaluating options and implementing solutions.

- Coordinate and execute technical work for new utility installations and Civil Engineering adjustments funded by state and/or federal agencies.

- Attend various utility meetings, and coordinate with relevant agencies.
- Review utility agreement assembly packages.
- Ensure plans, specifications, and estimates comply with guidelines and regulations.
- Assist in identifying eligibility and betterment ratios.
- Prepare documents as per 23 CFR Section 645.
- Manage field investigation requests.
- Carry out on-site visits, collaborating with utility and pipeline companies, state agencies, and municipalities.
- Familiarity with TxDOT ROW Utility Manual and Texas Administrative Code Utility Accommodation Rules.
- Supervise record drawing requests and electronic file maintenance for projects.
- Create client exhibits defining project scope of work and Civil Engineering matrices.
- Stay informed about project changes through active client engagement.
- Contribute to the development of CobbFendley's Civil Engineering endeavors.
- Apply technical knowledge on various projects.
- Develop and manage project schedules.
- Stay updated on client standards and requirements for planning, construction, and documentation.
- Manage project deliverables, budgets, invoicing, and collections.
- Keep informed about requirements from permitting entities and any changes in permitting or agreement regulations.
- Submit permits and agreements to relevant agencies.
- Assist in preparing client proposals.
- Supervise permit and agreement submittals and approvals using internal spreadsheets.
- Maintain project trackers.
- Aid in resolving issues identified in unapproved permits and agreements.
- Conduct independent research and delegate tasks effectively.
- Research current and upcoming CIP projects in project areas.
- Engage with clients to provide excellent service and explore additional opportunities for utility design, SUE, Survey, and utility easement acquisition.
- Travel to CobbFendley offices, project sites, and client offices as needed.
- Demonstrate professionalism and integrity in all responsibilities.
- Succeed in a fast-paced environment with strict deadlines.
- Work independently, review design and permit drawings, agreements, and GIS geodatabase deliverables for quality assurance.
- Collaborate with the team, perform self quality assurance and quality control of team members' work.

- Address inquiries from Project Engineers, CAD Technicians, and GIS Technicians.

- Job site visits involve various factors: walking and climbing on uneven surfaces, exposure to outdoor environments and extreme weather conditions (heat and cold), noise exposure, extended periods of driving, exposure to allergens, construction and traffic zones, usage of electronic devices, and cutting tools and equipment.
