    Description of Engagement:

    NYSLRS has implemented a pension benefit administration solution for internal staff use, as well as for external customer self-service applications leveraging multiple databases in Oracle's PeopleSoft solution set (i.e. IH, CRM, HCM, FMS). NYSLRS administers two separate highly complex retirement systems, each having thousands of participating employers and multiple tiers of memberships with differing rules and regulations governing them. NYSLRS is seeking the services of a PeopleSoft Specialist Business Analyst Functional Lead in support of its Data Quality and Data Conversion efforts, particularly in PeopleSoft Financials. The incumbent would be responsible for collaborating with the operational business owners and a team of BSAs and Application Developers in support of researching and designing batch and online solutions, developing designs, supporting downstream questions, developing comprehensive test plans, testing solutions and troubleshooting issues. The incumbent would also be responsible for mentoring and coaching others on the NYSLRS teams(s) on best practices to grow their expertise and increase their capacity. Knowledge and experience with conducting performance testing is a plus.

    Mandatory Qualifications:

    1. Seven or more years of business analysis experience in a PeopleSoft environment in each of all of the following knowledge areas (as defined by the International Institute of Business Analysis' "A Guide to the Business Analysis Body of Knowledge {BABOK Guide}"):

    o Business analysis planning and monitoring

    o Elicitation and collaboration

    o Requirements life cycle management

    o Strategy analysis

    o Requirements analysis and design definition

    o Solution evaluation

    2. Seven or more years of experience in reading and creating SQLs.

    3. Seven or more years of experience utilizing an understanding of PeopleSoft architecture and table structure.

    4. Four or more years of experience supporting the development of other functional staff.

    5. Four or more years of experience managing functional resources in a PeopleSoft environment.

    6. Two or more years of experience providing knowledge transfer on new technologies and/or the developed application to other business analysts.

    Desired Qualifications:

    1. Seven years experience supporting a pension benefit administration solution in a government setting.

    2. Seven years experience performing complex data conversion and data quality analysis, particularly in transforming legacy data to a customized PeopleSoft system.

    3. Five years experience in data loading, data mapping and data validation in an Oracle PeopleSoft based system.

    4. Five years experience with Oracle Business Projects and Case Crosswalk functionality.

    5. Experience performing or supporting complex analysis of accounting and tax functionality and in Financials, particularly with 1099's and calendar year end activities.

    6. Familiarity with CRM, HCM and IH databases/functionality.
