- Lead execution of all aspects of assigned project(s) including Design, Engineering, Procurement, Construction, Commissioning, and Startup.
- Effectively champion and steward project safety, safety in design, environmental requirements, engineering quality, project costs and project schedule.
- Develop and implement project plans and schedules that comply with budgets and scheduling for assigned projects.
- Development of Phase 2, Phase 3 and Phase 4 AFE packages (as needed). a. Facilitates the definition of project scope, goals, and deliverables. b. Cover letter, AFE form, WBS element sheet, cash/low, etc.
- Manage overall cost, schedule, and scope of assigned project(s).
- Support bid development from project management perspective by providing input to define project scope, budget, and schedule.
- Submit monthly accruals and CAPEX forecast.
- Submit requisitions and approval of invoices.
- Effectively champion refinery process safety management (PSM) process and procedures including management of change (MOC) as the MOC Champion, PSSRs, Process Hazards Analysis (PHA) if required per the MOC class assessment, and risk management procedures.
- Facilitate and solicit input from subject matter experts (SME's) as required to ensure project compliance to the Shell DEPs. As needed, initiate and facilitate exceptions.
- Effectively facilitate, coordinate and document review meetings and technical proceedings.
- Initiate and apply document control procedures.
- Develop and update formal monthly reports for projects over $3MM.
- Execute and facilitate project closure (final invoicing, addressing open commitments, etc.).
- Knowledge of the Hargrove project execution procedures.
- Knowledge and application of company business standards and good practices.
- Knowledge and application of company engineering standards and project controls tools.
- Ability to lead a team to deliver on commitments.
- A comprehensive understanding of the function of all engineering disciplines, procurement, and construction processes.
- Demonstrated proficiency in complex technical issues coordination and resolution.
- Ability to manage client relationships in complex situations.
- Ability to relate easily to others in the business community such as customers, suppliers, contractors, government, professional and trade associations.

What You'll Be Doing
Job Scope: Responsible for technical leadership of a project as well as for supporting the Project Manager in managing project performance of the engineering team with respect to cost, schedule and Client satisfaction. This work will be performed under minimal supervision.
Primary responsibilities will include but not be limited to:
Education: Bachelor or Master of Science degree in Engineering from an accredited university is required.
Registration: Professional Engineering and/or Project Management Professional (PMP) registration is highly preferred.
Experience: This position requires 5+ years of relevant experience in engineering and project management.
