Position Overview:
Starlight Homes is seeking a qualified Land Entitlement Manager to join our fast-growing team in Tampa.
In this role, you will be responsible for initiating the due diligence and entitlement process; including, but not limited to, in person observation of the properties, sourcing vendors for due diligence materials, obtaining zoning, property restrictions and other potential nuances.
Furthermore, this position will be responsible for hiring engineers, attorneys for zoning and land use issues, attending public meetings and overseeing the entitlement process through permits.
Primary Responsibilities:
Contract Administration
Reviewing and understanding all land acquisition contracts
Coordinating with Land Department and local counsel on
closing documentation and title work
take-downs
keeping lot tracking charts/take-down charts
off balance sheet transactions
Coordinating with Accounting Department on funding of acquisitions
Post-closing follow-up
Due Diligence and Entitlements
Order all reports and surveys
Review and analyze all due diligence materials
Hire and oversee engineering consultants in value engineering, plan preparation and completion of construction plan approval.
Assist Land Department with pre-contract due diligence and compiling/tracking charts
Responsible for hiring and overseeing the platting process and working with the permitting department once plat is recorded.
Land Book Processing
Compile all documentation for the Land Book from internal staff
Prepare the appropriate Land Book documents and electronically submit to corporate
Land Development
Processing new vendor packages and coordinating all insurance requirements
Homeowner Association Oversight
Coordinate with local counsel to obtain CC&Rs, bylaws and articles of incorporation
Coordinate the establishment of the HOAs through the state and obtaining tax identification numbers for each HOA
Coordinate with the HOA management companies on a quarterly basis
Coordinate with Land Department and HOA management companies to establish budgets for HOAs
Track all HOA officers and directors
Background in land planning, zoning, law/paralegal, and/or real estate
Detail-oriented with a strong acumen for critical/logical thinking and problem-solving and have excellent interpersonal, written and verbal communication skills.
Must be proficient in Microsoft Word, Excel and PowerPoint.
