    Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

    Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.

    This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

    JOB SUMMARY

    This posting will be used to fill a current vacancy in the Utilities Department within the City of Oklahoma City and is under the direction of an immediate supervisor. However, an eligibility list will be established or supplemented for filling future vacancies in the department, per provisions of the AFSCME collective bargaining agreement. The skills and knowledge required for full performance in this position are of a specialized nature involving operations and tasks which can normally be acquired on the job. Essential job functions include: exchanging information with customers concerning the disposition of escalated complaints and explanation of charges on utility bills; performing inspections on household plumbing components and residential irrigation systems to check for leaks and advise customers on water conservation best practices; pulling and setting meters; and issuing citations for noncompliance with water conservation guidelines. Primary duties of the position generally require the employee to work alone in performing water and irrigation audits and starting/stopping water service. Upon receipt of specific instructions, the employee works independently on service calls and maintains digital and manual records as prescribed. Work is reviewed through customer satisfaction, inspections, and discussions with supervisor.

    VETERANS PREFERENCE

    Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

    JOB REQUIREMENTS

  • Knowledge of the current adopted Oklahoma City Water Utilities Ordinance.
  • Knowledge of household plumbing components and residential irrigation systems.
  • Knowledge of and skill in following safety procedures.
  • Skill in interpreting ordinance and rate structures to calculate and explain charges.
  • Skill in recording information accurately.
  • Skill in communicating verbally and in writing using tact and diplomacy.
  • Skill in completing forms clearly, concisely, and legibly.
  • Ability to input and retrieve data into a handheld computer device.
  • Ability to follow directions.
  • Ability to work with minimal supervision.
  • Possession of a valid Driver License (Operator).
  • Possession of a valid Class C Distribution and Collection Operator License.
  • Possession of a valid Distribution and Collection Technician License (applicable for individuals who do not possess the Class C Distribution and Collection Operator License).
  • Note: The employee will be required to possess or obtain a valid Class C Distribution and Collection Operator License within eighteen (18) months from the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid Class C Distribution and Collection Operator License within eighteen (18) months from the date of hire/promotion/transfer/demotion.

    Note: The employee will be required to possess or obtain a valid Distribution and Collection Technician License within sixty (60) days from the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid Distribution and Collection Technician License within sixty (60) days from the date of hire/promotion/transfer/demotion.

  • WORKING CONDITIONS

  • Outside; continually exposed to heat, cold, wind, humidity, rain, snow, etc.
  • Possibility of falls from working on or around slippery surfaces such as wet/icy streets, wet manholes, and wet, muddy trenches, etc.
  • Possibility of injuries such as sprains, fractures, pulled muscles, deep cuts, electrical shock, etc., when performing duties such as pulling or setting water meters, performing water audits, etc.
  • Frequently required to work in confined or cramped positions and awkward or strained positions when performing duties such as pulling or setting water meters, performing water audits, etc.
  • Occasionally works at elevations as high as 30 feet when performing duties such as reading meters.
  • Will be exposed to moving objects such as traffic and equipment.
  • Exposed to allergy-causing agents such as bee or wasp stings, poison oak, ivy or sumac, etc.
  • May be required to testify in court pertaining to incidents such as illegal hookups or customer violence.
  • May be subject to threatened or actual violence when performing duties such as the pulling of meters for the nonpayment of services or the disconnecting of illegal hookups.
  • Frequently required to work irregular hours, including overtime, weekends, holidays, being on 24-hour call and emergency call-ins.
  • Local travel on a daily basis.
  • Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS

  • Strength enough to lift, push, pull or carry objects weighing up to 50 pounds and up to 100 pounds (with mechanical assistance), such as water meters, concrete tiles, manhole covers, pit frames, etc.
  • Stamina enough to exert oneself physically throughout the workday.
  • Manual dexterity and extent flexibility enough to perform duties such as pulling or setting meters (which are located in meter tiles and are 1 1/2 to 3 feet below ground level), opening and closing valves, and assembling connective equipment, etc.
  • Finger dexterity and eye-hand coordination enough to twist nuts on bolts, use small hand tools such as wrenches, socket sets, pliers, screwdrivers, etc.
  • Near vision enough to perform duties such as reading meters and completing written work orders.
  • Far vision enough to observe oncoming traffic.
  • Hearing enough to tell where sound is corning from when checking for leaks.
  • Hearing and speech enough to communicate clearly and distinctly in person, by two-way radio, and telephone.
  • OTHER DETAILS

    Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.

    Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

    Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants. Applicants will be provided contact information for any third-party reporting agencies used to collect background information in connection with conditional offers of employment.

    If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
