SUMMARY
This is a highly responsible professional position with work involving public relations, communication strategy, community relations, marketing, promotional activities, special projects, event coordination, and other department initiatives. The employee's leadership and vision are key components to ensuring an engaged and informed community through strategic, consistent, and frequent communication. The person assigned to this position will work closely in collaboration with the Communications Department. Facilitates the development of public trust and confidence in the Public Works Department.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Keeps the mission, vision and values of Martin County and the Public Works Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides exceptional customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations.
Communicates with residents and responds verbally, in person, and in writing to concerns.
Public Outreach Liaison for Public Works Projects.
Represents the Public Works Department at County events such as Neighborhood Restoration Project meetings, Ribbon Cuttings, Public Meetings, etc.
Maintains and provides project reports to Commissioners, Administration, and Communications.
Compiles data and statistics for use in creating department talking points, speeches, and media responses working in collaboration with the Communications Department.
Write press releases, interview responses, speaking points, award submissions, and other relevant materials highlighting department accomplishments and initiatives.
Serves as the Public Works Department contact for department programs, operations, and coordinators of special initiatives for information gathering purposes.
Coordinates maintenance and updates of the online OWL project status system and request for service (RFS) system.
Public Works liaison to the Communications Department
Makes presentations before the BOCC, community organizations, other Departments, and the public as required.
Responsible for conducting research and preparing written summaries as requested.
Develop public education campaigns and related content (video, written, digital, etc).
Performs work related to this job description as required.

EDUCATION AND EXPERIENCE
EDUCATION and/or EXPERIENCE:
Must possess a Bachelor's Degree in Communications, Education, Business Management, Public Administration, Marketing or a closely related field and three (3) years progressively responsible experience in education, marketing or public relations.
Candidates who have completed basic, intermediate or advanced PIO training are preferred.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
