JOB OVERVIEW
Desistance is the process of individuals ceasing engagement in criminal activity. The better we understand this process, the better equipped we are to accelerate it, before people are incarcerated or when they leave prison.
The Offender Outcomes Specialist position represents a shift in how DOC is approaching rehabilitation and reentry and will help lead a comprehensive effort to develop and implement a desistance initiative within the department.
This position is responsible for helping the agency review, evaluate, and report on actions and processes that focus on individuals ceasing criminal and/or antisocial behaviors (different than recidivism which focuses on individuals not committing more crimes).
This position will champion technical (i.e., data analysis) and operational (business process) efforts to ensure DOC is measuring program and service outcomes. This will be accomplished by conducting and/or supporting strategic data analysis and thoughtful research and evaluation management of programs and their efficacy related to successful and sustained reentry, and underlying factors that contribute to reoffending.
This position will collaborate with specialists from diverse fields and promote innovative strategies built on representative data from proactive interventions and programming. It will also use trend and outcome demographic, recidivism, caseload, program evaluation, and population data to provide insights to inform recommendations and decisions on reentry policies, practices, and programs, thereby helping DOC meet its mission.
The hourly rate of this position will increase by $1.50 per hour or 4% whichever is greater starting July 1, 2024, in accordance with HB13.
