    SUMMARY

    Responsible for activities related to the physical and fiscal management and long-term economic performance of individual real property assets assigned, from development stage extending through the disposal of each investment. Formulates and administers approved property management practices to ensure that revenues and related reports accurately reflect the condition of the business, while providing reliable information necessary to control operations. Monitors long and short-term economic performance through identification of new revenue opportunities and documentation of return on investment for existing lease and license agreements.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    1. Identifies new revenue opportunities and investment returns for existing agreements and by generation of new business.
    2. Within first quarter of employment, be proficient in the specific terms of each lease and license agreement in order to track deadline dates for renewals, options, extensions, evictions and/or expirations, and creates Abstracts for each agreement.
    3. Serves as the primary point of contact for the leasing/licensing of excess real property. Responsible for conducting site visits with prospective tenants, managing tenant communication and expectations, resolving issues related to properties under agreement and coordinating closing process for disposed real property assets.
    4. Manages bid solicitation processes for all real estate disposals and work in partnership with the Office of Contracts and Procurement.
    5. Works closely with Stakeholders - external (local Municipalities, community organizations, developers), and internal (Legal, Facilities, Engineering, Operations, Police, Capital Programs, Accounting and Grants). Supports and documents community partner events on MARTA-owned properties.
    6. Responsible for maintaining MARTA's lease management database and audit reporting systems and generating monthly and annual proforma budget reports and revenue projections. Monitors accounts receivables to meet critical event dates (CPI and re-appraisal escalations), project maintenance, calculation of incentive and capital event participation rents.
    7. Negotiates on behalf of MARTA's membership in Owners' Associations to provide critical oversight of operating and capital budget assessments.
    8. Ensures compliance with MARTA, Federal, State and Municipal regulations, and adherence to the FTA 49CFR Uniform Act. Maintain FTA-required reports for the Rail Fleet Management Plan.
    9. Performs other related duties as assigned.

    Manage the Asset Specialist and external independent contractors who may be engaged related to the Lease Management System

    EDUCATION and/or EXPERIENCE

    Bachelor's degree in business administration, Accounting, Finance, Urban Development, or a related field. Eight years of asset management expertise and oversight experience with proven record of revenue generation and cost-saving policy development required. Must have knowledge of competitive bidding, negotiations, and procurement regulations. Proficient in use of Argus, Yardi, MRI or similar software and have Advanced Excel skills. Highly effective verbal and written communication skills are required. Highly effective planning, analytical, financial analysis, and problem-solving skills are required. Intermediate to advanced skills in use of personal computer and associated software package applications required. Prior experience presenting to C- Suite, Committee, Councils or Boards of Directors is highly desired. In lieu of a degree, directly related experience may be substituted on a year- for- year basis.

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret general business periodicals, appraisals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals and create proforma revenue projections. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
