CLASS DESCRIPTION
Baltimore City Mayor's Office of Homeless Services is seeking a dynamic professional to determine housing eligibility of clients for the Housing Assistance Program (HAP).
This position reports to the HAP Program Manager, Homeless Services Program (HSP).ESSENTIAL FUNCTIONS
Determine housing eligibility of clients for the Housing Opportunities for Persons With AIDS (HOPWA) program; recertify clients as required. Conduct informal hearings regarding tenant program violations. Terminate client participation as necessary.
Issue vouchers (authorization to locate housing); generate, submit and track inspection requests / completed inspections; determine rent reasonableness; prepare landlord contracts and related correspondence; maintain electronic and written communication with clients, co-workers, landlords, and other housing agencies.
Manage clients' files in the Housing Assistance Program Payment Yearly (HAPPY) and CAREWare databases; generate reports as required.Provide technical assistance to other service providers, property managers; communicate program modifications to landlords and service agencies.
In conjunction with the Housing Coordinator and other staff, implement and modify, as needed, the Administrative Manual and all standard operating procedures for the program.
Perform related work as required.EDUCATION
AND EXPERIENCE REQUIREMENTS
EDUCATION:
Have a bachelor's degree from an accredited college or university.
AND
EXPERIENCE:
Have one (1) year of experience in the human services and / or related field.
OR
NOTES(EQUIVALENCIES):
Have an equivalent combination of education and experience including associate degree in social work, human services and/or related field; career experience in social services, supportive housing, or work with persons with disabilities.
AND ABILITIES
Knowledge of HUD subsidized housing regulations; and knowledge of HAPPY and CAREWare databases preferred.
Knowledge of HUD rental assistance regulations.
Ability to communicate effectively, both orally and in writing. Requires excellent verbal and written communication skills.
Ability to conduct and process multiple assignments simultaneously; ability to prioritize multiple tasks. Work must be timely and attention to detail is necessary.
Must be a self-starter, with sound judgment and a high level of professionalism.
Ability to maintain records and document information.
Must be a team player and must be comfortable working with people who are homeless and / or low-income.
