    Summary Objective
    The purpose of this position is to provide financial guidance and advisory services to the City Commission, City Manager, and Department Directors ensuring compliance to all Federal, State, and Local regulations as it pertains to the financial management of the City. Directs, administers, and coordinates the activities of the Financial Services Department, including the functions of Accounting & Treasury Management; Utility Billing and Customer Service; Budget & Performance Management; and Purchasing & Contract Administration.
    Serves in an executive-level capacity providing strategic financial planning and guidance to Department Directors, the City Managers Office, and the City Commission and in the formulation of long-range goals for the organization, the annual budget and capital improvement program, policy development and position papers.
    This class works under administrative supervision of the City Manager, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
    ESSENTIAL FUNCTIONS
    The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

    • Supervises, directs, develops, and evaluates assigned staff, processing employee concerns and problems, directing and delegating work, counseling, disciplining, and completing employee performance appraisals.
    • Directs and manages the preparation, analysis, and review of various financial and accounting reports.
    • Coordinates and ensures the timely completion and compliance with fiscal year end procedures for annual audit and development of the Annual Comprehensive Financial Report. Prepares necessary paperwork and prepares letter addressing audit findings.
    • Directs and manages the development, implementation, monitoring, and reporting of the annual budget and Capital Improvement Program; preparing revenue and expenditure forecasts; determining costs for new, expanded, or reorganized programs; preparing budget amendments as necessary; and estimating available fund balance within established general guidelines. Ensures compliance of Citys financial activities with all applicable legal requirements, including local legislation and ordinances.
    • Assists the City Manager in analyzing for budget recommendations to the Commission. Exercises budgetary controls.
    • Provides leadership and guidance to the operations of the Purchasing Division; participates in the formulation and implementation of applicable purchasing policies and procedures. Provides general advice, assistance, and recommendations to the Purchasing Manager.
    • Provides oversight and management of the cash reserves and investment portfolio of city funds in accordance with applicable laws, standards, and practices, and the Citys adopted Investment Policy.
    • Coordinates issuance of City issued bonds and debt, making recommendations to the City Manager on the most cost-effective mechanisms for financing City projects.
    • Structures financial plans, monitoring and analyzing the outstanding and proposed long-term debt and other financing instruments to ensure ongoing compliance and provide timely funding at the lowest costs to the city. Certifies continuing debt disclosure reporting.
    • Prepares periodic, routine and special reports relating to the financial operation of the organization.
    • Prepares and makes presentations at Commission meetings and other forums to explain, update, and report the Citys financial position, forecasts, budget, debt service, and other financial matters.
    • Reviews and makes recommendations for improvement of the organizations financial policies, procedures and practices.
    • Research and recommends the use of specialized software or systems to maintain financial data for efficiency and compliance.

    MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
    • Bachelors Degree in Finance, Accounting, Business Administration, or a related field.
    • Ten (10) years of progressively responsible professional experience in public finance and accounting, including minimum of four (4) years staff managerial experience. An equivalent combination of education, training and experience.
    • Must be bondable within 30 days of employment as set forth by the Charter of the City of Deerfield Beach.
    • Must possess and maintain a valid state drivers license with an acceptable driving history.
    PREFERRED EDUCATION AND EXPERIENCE
    • Masters Degree in Accounting, Finance, Public Administration, or Business Administration preferred.
    • Experience managing overall operating and capital budgets in the range of $350 million preferred
    • One of the following Certifications and Licenses:
    • CPA License
    • Certified Public Finance Officer (CPFO)
    • Certified Government Finance Officer (CGFO)
    • Certified Government Financial Manager (CGFM)
    KNOWLEDGE, SKILLS AND ABILITIES:
    • Knowledge of modern management, financial, personnel, and budgetary principles and practices
    • Knowledge of Federal, State, and City laws, ordinances, statutes, and regulations governing governmental finance.
    • Skill in developing and implementing long-range plans to meet the needs of the City.
    • Skill in organizing and directing the work of others.
    • Skill in oral and written communication.
    • Skill in handling complex and uncertain situations.
    • Ability to establish and maintain effective working relationships with City officials, vendors, and the general public.
    • Ability to make budget recommendations and determine budget allocation.
    • Ability to identify and respond to community and City Council issues, concerns, and needs.
    • Ability to prepare and administer a complex departmental budget and cost-effectively allocate limited resources.
    • Ability to provide administrative and professional leadership and direction to subordinate staff.
    • Ability to prepare, review, and present clear and concise administrative and financial reports.
    PHYSICAL DEMANDS:
    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
    • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
    WORK ENVIRONMENT:
    Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

    WORK HOURS
    Monday Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
