    Position Purpose

    Execute a full range of procurement functions, including solicitation, evaluation, recommendation, and contract administration for Child Nutrition Services.

    Responsible for the review and process for the purchase of goods and services according to applicable federal, state, and local laws, ordinances, rules and regulations.


    ESSENTIAL JOB FUNCTIONS
    Responsible for review and approval of purchases, assuring compliance with District policies, local, state, and federal procurement laws

    Review and develop compliant specifications and solicitation documents for the purchase of goods and services specific to TDA and USDA requirements.

    Coordinate and supervise procurement timelines, solicitation conferences, and evaluation committee activities

    Clarify procurement requirements with staff and explains the procurement process, purchase orders and other solicitations; provides technical assistance to ensure purchases are made in a timely manner.

    Work closely with the Child Nutrition Department staff for proper documentation and procurement for all related purchases.
    Respond to audit requests and general inquiries regarding child nutrition procurement.
    Prepare, plan, and participate in negotiations for new contracts and changes to contracts: and prepare records of negotiations.
    Assist with contract compliance, contract close-out, renewals, and extensions.
    Serves as a District resource regarding procurement policies/procedures and related vendor inquiries, to include training and system assistance
    Analyzes solicitation responses and makes recommendations regarding awarding of contracts.
    Works effectively with vendor s

    representatives in regard to solicitations, deliverables, invoices, purchase orders, and contracts.
    Assist with preparation and compliance of recommendation documents for Board approval.
    Assist with writing policies and procedures as it relates to procurement

    Keep up with requirements and regulations of District procurement, specifically as it relates to child nutrition purchases under TDA and USDA.

    Prepare correspondence, forms, reports, purchase orders, and payment authorizations using financial software.

    Safety
    Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.

    Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

    Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

    Knowledge, Skills & Abilities

    Knowledge of TDA and USDA purchasing principles and practices and their application to child nutrition, the procurement process and law as it applies to child nutrition contracts.

    Knowledge of formal solicitation procedures.
    Knowledge of public procurement and its relation to other business departments
    Knowledge of District policies, procedures, and regulations.
    Knowledge of best practices for gathering, analyzing, and meeting business requirements.
    Knowledge of financial and business software/systems to create spreadsheets, databases, reports, and documents
    Knowledge of applicable federal and state laws regarding education and students.
    Skill with continuous improvement, applying problem-solving models, and making recommendations.
    Skill in providing exceptional service to both internal and external customers.
    Ability to coordinate multiple projects and assignments: high degree of flexibility required.
    Ability to work with numbers in an accurate and rapid manner.

    Travel Requirements
    Travels to school district buildings and professional meetings as required.

    Physical & Mental Demands, Work Hazards

    Tools/Equipment Used:
    Standard office equipment, including computer and peripherals.

    Posture:
    Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

    Motion:
    Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.

    Lifting:
    Occasional light lifting and carrying (less than 15 pounds).

    Environment:
    Works in an office setting; may require occasional irregular and/or prolonged hours.

    Attendance:
    Regular and punctual attendance at the worksite is required for this position.

    Mental Demands:
    Maintains emotional control under stress; works with frequent interruptions.

    Minimum Required Qualifications

    Education:
    Bachelor's degree from accredited college or university in Business, Finance, School or Public Administration required.


    Certification:
    Public procurement and/or TASBO certification preferred


    Experience:
    Six (6) years of public procurement experience (including contract award and contract administration), preferably in child nutrition services.
