    Contract Administrator III

    Project Controls Manager

    We are seeking an experienced Contract Administrator III to support complex, multi phase, multi million dollar construction and renovation projects. The ideal candidate brings proven experience in commercial and/or government contract administration and thrives in a fast-paced, highly regulated project environment.

    This role performs a broad range of contract administrative duties, including procurements, billings, insurance, badging, compliance, and change management support.

    Key Responsibilities

    Procurement & Pre-Award Support

    • Assist LAWA with planning of procurements and setting pre-award schedules for contracts, including Board actions
    • Coordinate Pre-Bid and pre-proposal meetings to present the Project and RFB/RFP to potential bidders and proposers
    • Prepare drafts of RFP/RFB addenda for LAWA review, finalization, and distribution to planholders
    • Prepare draft award recommendations and Board reports
    • Conform to the final contract documents

    Contract Administration & Compliance

    • Prepare required reports and contractual correspondence
    • Attend various meetings, including pre-bid, proposal, post-bid, and proposal debriefings
    • Assist in contract standardization processes
    • Monitor all aspects of contract compliance
    • Assist in resolving problems and disagreements between contractors and LAWA
    • Review contractor invoices for contractual compliance
    • Conduct closeout actions upon contract completion, including final audit and payment, under the direction of LAWA personnel

    Change Management & Controls

    • Coordinate changes across the project environment, ensuring correct procedures are followed, and changes are accurately recorded, scheduled, and controlled
    • Prepare Change Documents, Task Orders, and Change Orders
    • Route change documents for signature and track status
    • Create and distribute change reports and analysis
    • Support the project management team in maintaining timely and effective change support processes, procedures, and systems
    • Lead the development and maintenance of periodic status reports (daily, weekly, monthly) to keep management and/or owners informed of change progress
    • Ensure changes properly encumber contractual capacity and budget
    • Coordinate with ADP Scheduling to determinethe time impacts of changes under consideration and properly document the impacts
    • Assist with the implementation of trend and change support programs
    • Contribute to the advancement of ADP's goals through productive collaboration with all stakeholders

    Required Technical Skills

    • Microsoft Office Suite
    • Adobe Acrobat
    • Large scale construction management software such as PM Web, Primavera, or similar
    • Experience with project management software preferred

    Professional Experience & Qualifications

    • Minimum of 10 years of relevant experience in administration of commercial and/or government contracts
    • Self starter with a proactive, results oriented focus and willingness to assume additional responsibilities
    • Demonstrated success in previous roles, including acceptance of responsibility and professional growth
    • Proven accuracy, reliability, and completeness in job performance
    • Strong oral and written communication skills
    • Ability to interface effectively with individuals at varying technical levels and educational backgrounds
    • Highly detail oriented and organized
    • Ability to produce accurate and timely results while maintaining a strong customer service attitude
    • Knowledge and direct experience in SBE/DBE/MWBE program coordination preferred
    • Experience with alternative project delivery methods including Guaranteed Maximum Price (GMP), Construction Manager at Risk (CMAR), and Design Build preferred
    • Experience supporting Multiple Award Task Order Contracts

    Education & Training

    • Bachelor's degree in Engineering, Business, or related field
    • Training in procurement, contract administration, construction, and commercial law preferred
