    IMMEDIATE SUPERVISOR: Payroll Manager

    FLSA STATUS: Non-exempt

    EMPLOYMENT TERM: Minimum 261 days annually

    SALARY: Pursuant to WV Code §18A-4-8a, in accordance with Kanawha County Salary Scale, Pay Grade F commensurate with experience and education level.

    EVALUATION: Performance in this position will be evaluated annually by the building principal/immediate supervisor and in accordance with WV State Code §18A-2-12, WV State Board Policy 5314, and KCS's Guide to Performance Evaluation for Service Personnel.

    JOB SUMMARY: Under the direction of the Payroll Manager, perform a variety of technical payroll accounting duties to assure that Kanawha County School employees are paid in an accurate and timely manner; prepare and maintain a variety of records and reports related to the payroll function.

    PERFORMANCE RESPONSIBILITIES: Additional duties may be assigned.
    • Payroll processing, generating semi-monthly and make-up check runs
    • Perform responsible clerical and technical work related to the preparation of KCS payroll for both professional and service personnel
    • Receive and audit KCS time reports for both professional and service personnel to assure accuracy and completeness
    • Verify proper authorizing signatures and accuracy of payroll adjustments
    • Calculate salary increases
    • Calculate salary adjustments for new hires, transfers and terminations
    • Calculate overpay and prepare necessary paperwork
    • Receive and process attendance and leave information for employees
    • Maintain detailed permanent records regarding KCS personnel, payroll transaction, salaries and related information
    • Verify correct salary placement of KCS personnel
    • Assure accuracy of forms
    • Communicate with KCS personnel in person and on the phone
    • Resolve payroll discrepancies and provide information concerning salaries, deductions, earned vacation, and sick days
    • Verify and resolve discrepancies in regular employee status
    • Prepare and maintain files, records and a variety of reports related to work performed
    • Ability to operate a variety of office equipment including a copier, computer, fax machine and a calculator
    • Ability to use Excel
    • Be sensitive to payroll deadlines and ensure timely payroll submission every cycle
    • Ensure that all payroll related laws (IRS, State of WV, DOL, FLSA, etc.) are followed
    • Oral and written communication skills
    • Use telephone techniques and etiquette
    • Maintain interpersonal skills using tact, patience and courtesy
    • Maintains regular attendance
    • Maintains a neat and orderly work environment
    • Receives permission from the Professional Accountant to work in excess of 40 hours per week
    • Maintains effective working relationships

    QUALIFICATIONS: High School diploma or equivalent, pursuant to WV Code §18A-2-5; Criminal background check conducted pursuant to WV Code §18-5-15c; Meet the definition of "Qualifications" in WV Code §18A-4-8b; demonstrated competency, pursuant to WV Code §18A-4-8e (state-approved competency test) as required. Prefer a basic knowledge of payroll and accounting. Knowledge of WEIS helpful.

    Accountant III means a person employed in the county board office to manage and supervise accounts payable, payroll procedures, or both.
