- Support NO2 in the management of the KM Strategy Team consisting of core and situational members from the staff by implementing processes and practices to construct an executable KM strategy. The management approach shall include task orientation, stakeholder mapping, communication, relationship management, and the monitoring of stakeholder information, commitment and feedback.
- Provide a diagnostic of the current KM operating model and make recommendations based on any identified gaps found in the assessment.
- Review current culture and compare those results against a database of comparable organizations to determine elements that require development to implement required organization and technical changes and strategic objectives.
- Provide recommendations for how best to man and equip (both knowledge and in consideration) of IT environment. This may include program realignments, redistributions, consolidation or creation of programs and initiatives to assist in the establishment and management of KM at designated location.
- Conduct a human capital assessment to identify the near and long-term KM manning requirements and develop a plan to address skill and capability gaps.
- Assist designated mission manager and improve its employee engagement practices communicating the KM Strategy.
- Assess current senior and mid-level leaders' understanding of KM and make recommendations to strengthen and reinforce effective commitment and buy-in by considering factors such as leadership, decision-making processes, governance, leadership styles, organization culture, and performance management to improve the leadership skills of executives and their impact.
- Bachelor's degree in business administration, business management, strategic management.
- 10+ years of experience in providing planning, coordinating, and directing activities in multiple areas with personnel.
- 10+ years of KM program development and management
- Experience and knowledge in Portals, such as SharePoint, for information-sharing and collaboration supporting KM.
- Experience and knowledge in the use of Microsoft Office products, such as Word, Excel and PowerPoint.
- Experience and knowledge of IT software, hardware and networking.
- U.S. citizenship and active Secret clearance required.
