    Performs intermediate professional work organizing, implementing, managing, and reviewing the activities of the Local Codes Division including nuisance abatement, minimum housing, and zoning enforcement.

    Coordinates activities with other divisions, departments, governmental units, outside agencies, and organizations. Maintains records, prepares reports, and related work as apparent or assigned.

    Work is performed under the limited supervision of the Community Development Director. Supervision is exercised over the Local Codes Enforcement Officers.

    Performs complex technical and administrative work supervising the interpretation and enforcement of the City's Local Codes Ordinances add Development Ordinance and working with associated programs designed to improve housing and property values, reduce visual blight, and improve the quality of life for all residents; does related work as required.

    Essential Tasks


    • Performs duties in accordance with the City's mission, vision and values statements and goals as adopted annually;
    • Interprets,enforces,andeducatesthepublicontheCity'sLocalCodesOrdinances.
    • Analyzes and keeps informed of North Carolina General Statutes pertaining to ordinances that directly impact code enforcement activities;
    • Assists the Director to develop and implement code enforcement action plans needed to accomplish department and community goals and objectives;
    • Oversees, monitors and extracts data for reporting for the local codes section in the Accela software;
    • Plans, directs, supervises, and evaluates the work of Local Codes Enforcement Officers.
    • Uses City software programs in performance of duties to include Word, Excel, PowerPoint, Outlook, Performance Pro, SumTotal, Cayenta, Questica and Lawson.
    • Manages, oversees, directs and is accountable for division activities including but not limited to minimum housing code, zoning compliance, and nuisance abatement referencing the City's Development Ordinance through the use of MuniCode.
    • Develops, implements, and reviews division policies, procedures, and goals including those assigned by the City Council, the City Management Team, and Community Development Director in coordination with Planning & Development and the Inspections Services departments.
    • Coordinates division activities with other city departments (i.e., Police, Fire, etc.) and outside agencies;
    • Directs, oversees, and participates in developing a goal-oriented division work plan; assigns and coordinates work activities, projects, and programs; monitors workflow in Accela; reviews and evaluates completed work, methods, and procedures.
    • Prepares the division annual budget; approves and monitors expenditures authorized in the annual budget;
    • Provides or coordinates staff training and certification. Encourages employee professional growth and development;
    • Initiates, conducts, reviews, and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline, and termination.
    • Provides staff assistance to the Community Development Director and the City Manager; participates on boards, commissions, task forces, or special projects as required;
    • Gives approval for legal action, approval for obtaining administrative warrants, and appears in court as a witness, if needed;
    • Recommends cases for potential legal action to City Attorney;
    • Participates and/or provides testimony in appeals made to boards or commissions regarding enforcement actions;
    • Responds to various citizen inquiries and complaints some of which may be difficult and sensitive to resolve;
    • Applies mediation, negotiation, and conflict resolution techniques in resolving controversial or high-profile code enforcement cases;
    • Attends Council and Council Committee meetings to present staff reports regarding code enforcement activities;
    • Responsible for speaking at public meetings, workshops, conferences, etc.;
    • Attends community meetings to receive information and provide updates on code enforcement activities;
    • Assists other inspectors and Community Development staff as required or needed;
    • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
    Qualifications


    • Associate degree in construction management, planning, business, public administration, or closely related field.
    • Five (5+) years of demonstrated successful and progressively responsible experiencein code enforcement; and
    • Three (3) years of supervisory experience.
    • Soft skills critical to role takes ownership, ability to multitask and prioritize, flexible, adaptable, collaborative, and willing to take on new challenges.
    • Must possess strong communication skills (verbal and written); should be comfortable working with any level of employee or manager, property owners, neighborhood and community groups, and the general public.
    • A self-starter with a high degree of initiative with the ability to work independently.
    • A strong ability to multitask is a vital part of this role as well as being organized and flexible.
    • Ability to think critically and anticipate issues, and proactively suggest short/long-term solutions.
    • Experience in public speaking to include the media.
    • Ability to enforce ordinances and regulations with firmness, tact, and impartiality; ability to assign and supervise the work of others.
    • Thorough knowledge of the principles, practices and procedures of code enforcement related to minimum housing, nuisance abatement, and zoning.
    • Thorough knowledge of the principles and practices of supervision, training, and personnel management.
    • Ability to organize, direct and implement a comprehensive code services program.
    • Proficiency in Microsoft office suite is a must.
    • Must possess a valid North Carolina Driver's License.
    Preferred Skills


    • Level I Certification or higher in building, plumbing, mechanical and/or electrical issuedby NC State Code Qualifications Board. If not currently held, would need to obtain Level I Building Certification issued by the NC State Code Qualifications Board within 18 months of hire.
    • Certified Zoning Official Certification issued by North Carolina Association of Zoning Officials. If not currently held, would need to obtain a Certified Zoning Officer certification within 24 months of hire.
    • A high degree of initiative, with the ability to work independently.
    • Demonstrated experience meeting and exceeding goals in a fast-paced work environment.
    • Strong focus on customer service with a commitment to continuous improvement.

    Hearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens, and applicants.

    Visual Abilities - the ability to perceive via eyesight is required for this position:


    • Acuity, far - clarity of vision at 20 feet or more. Must be able to see from a distance when administering and observing employment tests, operating a motor vehicle, or addressing an audience.
    • Acuity, near - clarity of vision at 20 inches or less. Must be able to see work-related business documents close at hand.
    • Depth perception - Three-dimensional vision and the ability to judge distance and space relationships.
    • Field of Vision - the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area.
    • Accommodation - Must be able to adjust the eye lens to glance quickly.

    Environmental Conditions


    Physical Surroundings:

    • The Code Enforcement Manager is subject to working inside and outdoors. Exposed to various weather conditions and temperatures, and various terrains. At times the worker is subjected to inferior housing conditions. Combining the type of work performed with the weather conditions, the worker should be one who can work outside in a hot or cold environment. The position is best suited for someone who doesn't mind getting wet or dirty.

    Hazards:

    • Employee will be exposed to trash, garbage, weeds, and brush, and unlevel terrain. Work is subject to final standards on OSHA bloodborne pathogens.
    • Machinery/Tools/Work Aids/Other Equipment:
    • Equipment regularly associated with office-based work.
