    Position Description

    This position is located at various over-the-horizon (OTH) locations of the Naval Supply Systems Command (NAVSUP), NAVSUP Fleet Logistics Center San Diego (FLCSD), Supply Management Department. The incumbent is the Quality Assurance Evaluator (QAE) for the alongside aircraft refueling contract. The incumbent also assists in the overall technical and administrative operations of the Fuel Operations Branch providing related collateral services for the Army Corps of Engineers recurring maintenance and minor repair (RMMR) contract and environmental oversight for assigned base(s) and/or station(s). The Branch receives, stores, and issues aviation and ground fuels, lube oil (LA-7), liquefied petroleum gas (LPG), oxygen and nitrogen for assigned bases and air stations. Incumbent is responsible for the quality of all products handled, as well as the inspection of contractor operated equipment, including the safety factors specified in existing Occupational Safety and Health (OSHA) guidelines mandated by 29 CFR 1910 safety regulations and contractual clauses. Incumbent acts as specialist dealing with environmental compliance issues, hazardous material storage, HAZWASTE disposal, laboratory analysis, and fuel handling safety concerns.

    Position Duties/Responsibilities

    QUALITY SURVEILLANCE RESPONSIBILITIES: Due to the hazardous nature of the products handled, safety and environmental concerns are of the utmost importance. The incumbent is responsible for insuring timely and effective maintenance is being performed through a comprehensive quality assurance surveillance program for all products; performs both scheduled and unscheduled inspections of all facilities and equipment, both contractor owned and operated, as well as government owned and contractor operated. Duties include scheduling and conducting inspections, initiating inspection reports, reviewing all procedures, and calculating payment deductions based on performance based deficiency percentages. Directly interfaces with contractor regarding inspections and reporting deficiencies for corrective action. Inspections may be scheduled or unscheduled, may include random inspections on the flight line that may require contractor to initiate on the spot corrective action(s). Ensures contractor is complying with the quality surveillance provisions of the contract performance work statement for Aircraft/Ground Fuel Services and Cryogenic Storage and Distribution Contract. Maintains appropriate records of inspections for the duration of the contract (and retains as required), which will be readily available upon demand. Records include: details and comments made by contract personnel and customers with regards to services performed. Provides metricbased data reports to Fuels Branch Manager as required. Records will be sufficiently detailed to support the government in the event of contractual disputes regarding documentation of findings and discrepancies, or the methods used. Changes in inspections methods frequency or type may be Page 2 of 6 required in the event of equipment upgrades, or other pertinent changes/requirements that may take place. Incumbent initiates changes via the Fuels Branch Manager. Ensures that contractor is performing quality assurance (QA) of stored petroleum products, maintaining quality standards in compliance with MIL-STD 3400-C. Takes samples and tests for the presence of rust, sediment, or contaminants in storage tanks and refuelers. Monitors aged inventory to ensure proper rotation of petroleum stocks. Performs and conducts investigations on contaminated petroleum products and their containers, maintains surveillance over fuel filtration equipment utilized in the receipt of fuel, issue to refueler, and subsequent issue to government and contractor owned aircraft. Advises station and/or tenant activities on all aspects of quality control and the surveillance of petroleum products as requested. Inspects a variety of bulk petroleum and liquid gas products such as diesel, motor gasoline, aviation gasoline, kerosene, aviation jet fuels, aviation lubrication oils, liquid oxygen, and nitrogen for conformance with quality specification. ENVIRONMENTAL RESPONSIBILITIES 20% Acts as specialist for ensuring that all environmental compliance practices, issues, mandates, policy directives, and permits are current and up-to-date. Provides required information upon request to federal, state, and local agencies. Monitors contractor petroleum, oils and lubricants (POL) operations and maintenance related to tanks, tank systems, piping, filters, discharge points, wastewater processing, and pumping facilities for compliance with applicable environmental regulations. FUEL SYSTEM RESPONSIBILITIES 20% Inspects loading and unloading of petroleum products and bulk fuel received, transferred, stored, or issued by tank truck or pipeline. Inspects the condition of tanks, pipelines, manifolds, pumps, and appurtenances; ensures that products are not inadvertently mixed or diluted as the mixing of fuels may affect basic properties, and can be rendered unsuitable for use. Monitors the loading or refueling from fill stands, tank farm operations, and issues of fuel from refuelers to aircraft. Conducts surveillances over military and contractor refueling operations to ensure that personnel are properly trained and that equipment is maintained in safe condition. Advises contractors and persons-in-charge of the need for appropriate corrective action for minor hazards. May shut down an unsafe operation if the hazard is great or danger immediate. Coordinates procedural recommendations involving safety aspects with the station safety office. The incumbent exercises delegated authority to shut down equipment found in violation of safety regulations. ALTERNATE CONTRACT OFFICER' S REPRESENTATIVE 20% Serves as an Alternate Contracting Officer's Representative (ACOR) during the absence of the COR and acts as the Branch Functional System Administrator for the DLA Energy Base Level Support Application (BLSA) System. Reviews and updates publication library as required. Reviews and submit administrative and training reports as required. Incumbent acts as the Branch Head during the absence of the Branch Head and, when assigned, is directly responsible for the overall operation of the Fuels Branch and all associated fueling sites. Coordinates all special operations support efforts. Performs other duties as assigned.
