    [[ASSISTANT ENGINEER

    KEY RESPONSIBILITIES:

    Performs basic engineering and drafting tasks on projects. Applies standard techniques, procedures, and criteria to perform assigned tasks as part of a broader assignment.

    SPECIFIC DUTIES:

    1. Perform specific assignments designed to develop engineering knowledge and skills.
    2. Applies standard practices and techniques on specific tasks. Limited exercise of engineering judgment is required on work details and in making preliminary selections of engineering alternatives.
    3. Performs QA QC on assigned tasks. Reviews, checks, and corrects errors on work assigned prior to submittal to supervisor.
    4. Receives close supervision on new aspects of assignments. Supervisor selects techniques and procedures to be applied on non-routine work.
    5. Keeps abreast of new developments and methods affecting execution of assigned engineering tasks. Attends training workshops and seminars to expand knowledge in all areas of engineering.

    JOB QUALIFICATIONS:

    Education:

    Requires a B.S. Civil Engineering from an accredited four year college.

    Licensure:

    Preference will be given to candidates who have completed the E.I.T. examination.

    Experience:

    This is an entry level position with no prior experience required. However, candidate must have the required skills outlined below.

    Required Skills:

    Has a demonstrated competence in the understanding and application of mathematics and engineering principles and theory to projects.

    Demonstrates competence in the operation of CADD, engineering, and office software.

    Has basic knowledge in applying graphic standards, techniques, and principles to specific plans.

    [[ENGINEER

    KEY RESPONSIBILITIES:

    This position is a fully competent engineer in all conventional aspects of land development engineering, including hydraulics, hydrology, storm drain, sewer, street design and grading plans.

    SPECIFIC DUTIES:

    1. Assists in preparing work plans, schedules, and budgets
    2. Conducts or coordinates detailed phases of the design work on small projects or portions of larger projects
    3. Evaluates, selects, and applies standard practices and techniques to conventional projects with few complex features.
    4. Assists in developing solutions to unusual or complex design requirements.
    5. Performs QA QC on assigned tasks. Reviews, checks, and corrects errors on all work p prior to submittal to supervisor.
    6. Keeps abreast of new developments and methods affecting execution of assigned engineering tasks. Attends training workshops and seminars to expand knowledge in all areas of engineering.
    7. May coordinate the work of entry-level engineers, drafters and administrative staff who assist in specific assignments.
    8. Proficient in the operation of CADD, engineering, and office software.

    JOB QUALIFICATIONS:

    Education:

    Requires a B.S. degree in Civil Engineering from an accredited four year college.

    Licensure:

    Preference will be given to candidates with E.I.T. who are taking steps to prepare for the R.C.E. examination.

    Experience:

    Two to five years experience in all aspects of design for land development projects. Has developed good working knowledge of several computerized design and drafting techniques

    Demonstrates proficiency in the operation of CADD, engineering, and office software.

    [[PROJECT ENGINEER

    KEY RESPONSIBILITIES:

    Organizes and executes a broad range of project assignments requiring an extensive knowledge of civil engineering practices. Requires the use of current techniques and the application of theories, precepts and practices of civil engineering.

    SPECIFIC DUTIES:

    Plans, develops, and carries out the technical requirements of a large and important development project of a number of small projects with many complex features.

    Provides input for proposals to estimate the cost and establish a budget for the technical requirements on the project.

    Prepares project work plan, sets the schedule, establishes the budget, organizes the execution of the project and schedules job review progress.

    Works independently to solve technical problems within the initial scope of the work. May request change in scope if unanticipated problems develop as work progressed.

    Participates in a job completion review to critique both the positive and negative aspects of the project.

    Coordinates and reviews the work of staff of engineers and CAD drafters.

    Experienced in the operation of AutoCAD and / or Microstation CAD programs as well as LDT and / or Inroads design programs.

    Provides quality assurance plan review for completeness of drawings.

    Keeps abreast of new methods and developments affecting the civil engineering field.

    Education: B.S. degree in Civil Engineering. Current Registration as a Civil Engineer in California preferred.

    Experience: A minimum of 6 years with PE License or 10 years of civil engineering design experience. Must have full range of knowledge of engineering plans for site development. Areas of knowledge include:

    [[PROJECT MANAGER

    KEY RESPONSIBILITIES:

    The project manager has the total responsibility for the work performance on all assigned projects. This position provides all of the necessary direction, supervision, coordination and follow-up on the work to ensure quality standards are met, efficiency levels are maintained, and the client satisfaction, respect, and confidence are assured.

    SPECIFIC DUTIES:

    Marketing

    1. Pursue new projects with current clients. Work to establish a strong, positive reputation so that current clients will recommend and refer new clients.

    2. Participate actively in the client community to develop a network of contacts, build the firm's image and to identify leads for new business.

    3. Define the job scope, prepare proposals, and plan the oral presentation of the firm's technical qualifications to do projects. Maintain an active marketing effort with current, former, and referral clients.

    Client Service

    1. Maintain regular contact with assigned clients through direct calls, meetings, and/or written reports to communicate progress, resolve problems, and to assure client satisfaction with the work.
    2. Resolve any technical, scheduling, billing, staffing, and/or quality issues that have been raised by the client
    3. Periodically schedule client meetings and entertainment events in order to cultivate personal friendships and establish close ties with current and potential clients.

    Project Planning and Control

    1. Prepare the project cost estimate and conduct the contract negotiation with current clients. Follow firm wide guidelines for client agreement on fees, scope, schedule, and conditions. Determine contract language and prepare work plans for final approval by an officer.

    2. Prepare work plan, set the schedule, establish the budget, and organize the execution of the project. Schedule and lead project meetings to set up job and review progress.

    3. Provide technical leadership and guidance for all project work. Establish design controls, constraints, and criteria for project staff. Regularly checks the work to assure the work is executed properly and effectively.

    4. Regularly review work load projections and request additions to staff as necessary to fulfill project commitments. Delegate task assignments and allocate work load levels to the project team.

    5. Frequently check the schedule and budget performance on jobs in progress. Act to see that the job billing is completed on a timely basis, all extra work is adequately documented and fees for the firm's services are promptly collected.

    6. Regularly monitor projects to assure that quality standards are maintained on all work submitted to the clients.

    Staff Development

    1. Develop the technical and administrative skills of subordinates so that projects are run efficiently and available resources are utilized in an optimum way. Conduct regular meetings to discuss current performance on jobs and to address problems as they arise.

    2. Plan the staffing needs of the project team based on monthly and long-term work projections. Responsible for the recruitment, selection, and quality of new members being added to the group. Assure that an effective team is established and the skill levels of the staff meet the needs of the work being performed.

    3. Provide performance reviews on his staff annually. Conduct career development discussions and work with subordinates to develop them for future assignments. Reviews the preparation of performance reviews and salary changes for all members of the team, and assure that they are handled in a timely manner.

    Leadership

    1. Encourage professionalism by sponsoring and participating in continuing education programs and being active in professional associations.

    2. Develop and maintain a positive work environment for all employees. Sponsor good communication with the staff, encourage creativity and innovation, and assists individuals with their personal and professional growth.

    JOB QUALIFICATIONS:

    Education: B.S. degree in civil engineering, surveying, or planning.

    Licensure: Requires California registration as a Civil Engineer or Land Surveyor to manage civil engineering or land surveying projects. An exemption may be allowed with registration in other States or an additional five (5) years of work experience.

    Experience: At least ten (10) years of professional level experience, with progressively responsible positions covering a full range of assignments in either civil engineering, land surveying, or planning.

    Skills/Job Knowledge: Must have knowledge of project management methods, contract management, project scheduling and reporting, budget control, proposal writing, communications and human resources management.

    Computer Skills: Familiarity with computer software for budgeting and scheduling. Also, knowledge of computer aided design and drafting is important.

    Level of Supervision: This is the first level assigned management position for client projects. Group is generally made up of 3 to 10 employees in both technical and support positions. A project manager reports to either a senior project manager or an officer.]]
