    CMS is the federal agency responsible for administering the nation's largest government-supported health programs.

    The Children, Families and Aging Division (CFAD) provides legal services to the Administration on Children and Families (ACF) and the Administration on Aging (AoA).

    These agencies administer programs to improve the lives of the neediest and most vulnerable individuals:

    children, the elderly, the poor, members of minority groups, the homeless, the abused and neglected, and those who come from abroad to seek refuge in the United States.

    The Civil Rights Division (CRD) provides legal services in support of the investigative and enforcement activities for the HHS Office for Civil Rights (OCR).

    OCR is responsible for enforcing laws prohibiting discrimination on the basis of race, color, national origin, disability, age, sex and religion in programs funded by HHS.

    These programs include Medicare, Medicaid and Temporary Assistance for Needy Families.

    The Ethics Division (ETH) provides legal services involving the federal criminal conflict of interest statutes, the Standards of Ethical Conduct regulations, the financial disclosure provisions of the Ethics in Government Act, the ethics requirements for government contracting under the Procurement Integrity Act, the political activity restrictions in the Hatch Act and related statutes, and appropriations law issues relating to lobbying, publicity and propaganda, and travel reimbursement from non-federal sources.

    The Food and Drug Division (FDD) provides legal services involving the Food and Drug Administration's (FDA) regulatory activities.

    FDA is responsible for the safety and/or effectiveness, and proper manufacturing and labeling, of a broad range of drug, biologic, medical device, food, cosmetic, and electronic products, including items as diverse as statins and anti-depressants, blood and vaccines, heart valves and dialysis machines, bioengineered foods, planar contact lenses, and lasers and microwave ovens.

    The General Law Division (GLD) serves as house counsel on matters affecting the general management and administration of the Department's agencies and operations.


    GL subject areas include:
    Procurement law - contract development and representation on bid protests and contract disputes; Appropriations law and Contracts; Access laws - the Freedom of Information Act, the Privacy Act and the Federal Advisory Committee Act; Personnel law - in administrative tribunals such as the Equal Employment Opportunity Commission, the Merit Systems Protection Board and the Federal Labor Relations Authority; Federal Tort Claims Act - Most of this work involves adjudication of administrative claims and defensive litigation on cases in which medical malpractice is alleged against Departmental employees, contractors or grantees;The Legislation Division (LEG) provides legislative legal services to all component agencies of the Department


    Its functions include:

    Bill drafting; Writing or reviewing Secretarial letters giving views on proposed legislation; Coordinating clearance of legislative matters between the Department and OMB, and Providing legislative guidance to the Officer of the Secretary staff offices.

    The Public Health Division (PHD) provides legal services to the agencies that constitute the Public Health Service.

    The Division's principal clients are the National Institutes of Health (NIH), the Centers for Disease Control and Prevention (CDC), the Indian Health Service (IHS), the Health Resources and Services Administration (HRSA), and the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Office of the Assistant Secretary for Health (OASH, which includes the Office of the Surgeon General and other assorted programs such as family planning, minority health, and women's health).

    In addition, the Division advises two smaller agencies, the Agency for Healthcare Research and Quality (AHRQ) and the Agency for Toxic Substances and Disease Registry (ATSDR).

    QualificationsAs an Operations Specialist you will:

    Independently assess office needs (e.g., personnel, training, supplies and equipment, travel, facilities maintenance) and prepare the annual financial operating plan, status of funds, and review of program objectives for assigned office.

    Oversee and manage Division or Regional component of OGC enterprise-wide information system used to identify, track, and provide data to management on assignment, time spent, and completion of legal work matters including litigation and requests for legal advice.

    Serve as resource and point of contact for Office staff and management with regard to plans and actions involving HR.Serve as resource and point of contact for staff and management with regard to analyzing the effectiveness of procurement, supply, inventory and property management systems.

    Oversee and responsible for the implementation of the correspondence and records management plans for the Office and staff.

    WHAT WE ARE LOOKING FORMinimum Qualifications:
    You must have one-year specialized experience to perform successfully the duties of the position.

    To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least five (5) of the following:Developing annual budget forecasts and/or managing budget compliance.

    Assisting attorneys or similar professionals with case and workload management.
    Managing records and record systems, including paperless records management.
    Researching HR guidance and policy.
    Utilizing online systems for travel, timekeeping and other office functions.
    Analyzing office operations for opportunities to increase efficiency and productivity.
