    Job Duties

    This position covers the Western Region (Bristol, Lynchburg, Salem or Staunton Districts), the selected candidate can sit in either the Salem or Staunton District.

    The Virginia Department of Transportation's Right of Way (ROW) and Utilities Division is seeking an individual that will evaluate, coordinate and arrange for the relocation and adjustment of utilities in conjunction with Design Bid Build and Design Build highway construction or maintenance projects. This position will:

    • Ensure that such adjustments are properly performed in accordance with State and Federal requirements and are in accordance with project schedules.

    • Provide utility companies and municipalities with plans, plan revisions and other pertinent information that will culminate in the expedient relocation of the utilities facilities.

    • Coordinate with the utility design engineer(s) to ensure relocation meets the project requirements.

    • Determine cost responsibility, conflicts, suggested methods or adjustments, easement requirements, and bridge attachment requirements.

    • Write reports which describe analysis used in outline categories of work, materials, over runs and under runs and determine if charges are justified and reconcile final billings and estimates.

    • Discuss project priorities and coordinate the proper time for submission of utility relocation plan and estimates.

    Minimum Qualifications

    • This position requires knowledge of highway plans, specifications and standards, construction procedures, sequencing laws, policies and procedures, and environmental regulations.
    • Knowledge of the various utility facility methods, requirements and construction techniques is also required.
    • The successful candidate will have skill in fiscal and survey requirements used in utility relocations.
    • A proficiency in the use of computers and web-based applications to include computer drafting is required.
    • The successful candidate will have the ability to communicate effectively orally and in writing with internal and external customers.
    • The ability to make independent decisions, solve problems, organize and prioritize is also required.

    Additional Considerations

    A combination of training, experience, or education in Business Administration, Public Administration, Engineering or any related field is desired.
