- Plans, coordinates, designs and validates components of instructional design. Uses an instructional systems development approach to develop valid, quality, effective learning maps, and to perform sound learning analyses.
- Develops, reviews, and revises instructional materials in accordance with established learning objectives. Develops complete, full-length courses (or major coarse units of comparable scope) in an established subject field for instructor use in a technical service school.
- Develops the plan and measurement devices for measuring achievement of instructional objectives. Plans and conducts validity and reliability studies to analyze test items reported by instructors.
- Accomplishes special projects relating to the instructional program.

Duties
The primary purpose of this position is to serve as an Instructional Systems Specialist for designing, developing, and evaluating technical training courses, instructional materials, and measurement devices through the analysis of educational or instructional problems or questions in support of training for occupational specialties or fields.
