Job Description


Under limited supervision, this position conducts on-site multi-trade inspections to ensure that new and existing buildings are in compliance with applicable codes and performs related work as required. This position will conduct electronic and onsite research to establish pathways for code compliance with expired permits and work without permits. This position will also conduct on-site meetings and post stop-work orders when necessary.

The Planning and Development Department is responsible for planning and visioning for the future growth of Raleigh and permitting and inspections for residential and non-residential development projects. Our inspectors make sure that all work meets state code requirements for the building, electrical, mechanical, and plumbing trades. All four trade groups perform an average of 600 inspections a day in Raleigh

Duties and Responsibilities


The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Conducting Inspections: Inspecting commercial and residential properties for compliance with local building codes, safety standards, zoning laws, and accessibility regulations. This will require the use of a City-owned vehicle.
  • Ensuring Code Compliance: Verifying that the construction or renovation of residential and commercial buildings complies with the North Carolina Building Code, local ordinances, and federal regulations. Identifying any non-compliance issues and recommending corrective actions.
  • Documenting Inspection Findings: Preparing detailed inspection reports that document the condition of the building and any violations or issues. Conducting Site Specific Research and Meetings. Conduct both electronic research and on site meetings to determine the best path towards code compliance and adhering to City of Raleigh processes.
  • Advising on Building Design and Construction: Offering advice to contractors and property owners on building design and construction practices to ensure they meet all applicable standards. Helping resolve disputes related to building design and construction issues.
  • Coordinating with Government Authorities: Collaborating with local government agencies, contractors, and property owners to schedule inspections and ensure smooth operations of the permitting process. Issuing Stop Work Orders. Collaborating with homeowners, contractors and matrix groups within the city to post Stop work orders for work without permits.

Typical Qualifications


Education and Experience:

High School diploma or G.E.D. equivalency; 1 to 3 years' experience in commercial construction inspection, construction or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Level III certification in at least two of the following: Plumbing Inspection, Mechanical Inspection, Electrical Inspection, Fire Inspector, Building Inspector or the ability to obtain

Knowledge, Skills and Abilities:

  • Knowledge of Building Codes and Regulations: A deep understanding of the North Carolina Building Code, law and administration and safety regulations. Familiarity with ADA (Americans with Disabilities Act) accessibility standards. Ability to interpret and apply these codes effectively during inspections and assessments to ensure compliance.
  • Technical Knowledge of Building Systems: In-depth understanding of building electrical, mechanical and plumbing systems. Ability to assess the condition and functionality of these systems during inspections and identify issues or deficiencies that require attention or repairs.
  • Attention to Detail: Understanding of the various technical details involved in construction and building maintenance. Ability to conduct thorough inspections and identify even minor violations or hazards. This includes reviewing blueprints, construction plans, and past inspection reports.
  • Strong Communication Skills: Familiarity with professional and clear communication standards for writing inspection reports and delivering feedback to property owners, contractors, and government officials. Ability to clearly articulate inspection findings, both in written reports and in verbal discussions, with a wide range of stakeholders, including non-technical audiences.
  • Problem-Solving and Analytical Skills: Understanding of building materials, construction techniques, and systems. Ability to analyze inspection findings and make recommendations for solutions, considering safety, code compliance, and budget constraints. Identifying potential safety hazards or costly repairs is essential.
  • Time Management and Organizational Skills: Familiarity with the scheduling and procedural requirements for building inspections, as well as understanding of local permitting processes. Ability to manage multiple inspections and deadlines efficiently, ensuring timely completion of all required reports and documentation, while maintaining accuracy and thoroughness.
  • Customer Service: Ability to manage difficult customers and deescalate situations. Know how to read the room and guide a conversation in tense situations.

Physical Effort:

Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:

Work is typically performed in an outdoor environment, near moving traffic, at construction sites, in a warehouse environment, a shop environment and in and around vehicles. Employees may occasionally work in confined spaces.

Work Exposure:

There is frequent exposure to loud noises. Employees may occasionally be exposed to individuals who are hostile or irate, extreme cold (below 32 degrees) extreme heat (above 100 degrees) around fumes or airborne particles and toxic or caustic chemicals or substances.
