    S ummary

    The Senior Project , Controls Manager , will lead MTA Construction and Development ' s efforts to implement and oversee project controls for a significant component of the MTA Capital Program within the Long Island Railroad Business Unit .

    The incumbent is r esponsible for escalating issues, making quick decisions, and enabling efficient and quali ta tive products on cost estimating scheduling, project risk, cost control, and project reporting functions.

    Oversees and develops managers and staff.
    Responsibilities
    Responsible for maintaining constant oversight of capital projects, monitoring project performance, and reporting on variances.
    Manage the Capital Program Project Status Reporting (PSR) system.
    Work closely with project managers and directors, and ensure smooth completion of the monthly status report.

    Review monthly project status reports for various Capital Programs projects that include project scope, funding, estimates at completion, expenditures, and work progress.

    Provide proactive analysis and monitoring of project performance related to scheduling, cost control, funding issues, and project risk.
    Analyze impacts of ongoing project variances.
    Prepare monthly and quarterly Capital Program status reports for internal and oversight groups.
    Assist with all business objectives to support the Technical Services, QA, & Project Controls Dept.
    Willing to m ake informed, aggressive, challenging , and 'risky' decisions to drive performance and value for money.

    Makes decisions and takes timely action on matters that mitigate risk, build clarity and increase the likelihood of project performance and success.

    Handles broad-based, often complex, communications for the Delivery team and/or Development and Agency stakeholder groups effectively.
    Creates a forum and format for ongoing open communications across functional areas and/or stakeholder groups.
    Education and Experience
    Bachelor ' s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
    Must have a minimum of seven (7) years of related experience.
    Excellent quantitative, analytic , and deductive reasoning capabilities.
    Knowledge of MTA financial systems, including PSR, Impact, Peoplesoft, etc., is preferred.
    Excellent communication and interpersonal skills.
    Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
    Must possess excellent team - building , listening, problem - solving, and prioritization skills.
    Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e. , presentations, report and letter writing, time management, etc.).
