About the Opportunity
Reporting to the Vice President and General Counsel, the Assistant Vice President for Human Resources at West Virginia University provides senior-level vision, innovation, and strategic organizational and managerial leadership to the campus community.
This position is responsible for planning, organizing, and implementing a comprehensive human resources program that includes talent acquisition, employee relations and investigations, compensation, benefits, human resources information systems, professional development and workforce training, organizational development, medical management, human resources partners, and workforce analysis.
Duties and Responsibilities
Develops, implements, and ensures consistent application of human resources operational strategies, policies, and processes to increase operational efficiency and ensure compliance with professional standards, regulatory requirements, employment laws, and university policies and procedures.
Establishes and maintains critical collaborations, trust, and partnerships across the university.
Establishes and implements human resources initiatives that effectively communicate and support the university's vision and strategic plan.
Provides leadership, collaboration, and direction to direct reports to assure goals, programs, activities, and personnel practices are consistent with and contribute to the university's goals and strategies.
Responsible for fostering a collaborative and positive team culture and ensuring a customer service oriented environment within Talent & Culture.
Creates a vision for programs, policies, and practices designed to enhance employee engagement, recruitment, and retention.
Drives continuous improvement efforts within human resources operations to standardize and simplify processes.
Provides guidance and oversight of evaluating program effectiveness, identifying trends and using data-driven recommendations for improvement.
Implement change management plans to meet the continually changing needs of the university.
As a key stakeholder, supports the WVU Modernization Program to transform human resources technology along with the university's technology advancement.
Oversight for annual budget for the Human Resources and responsible for strategic planning in budgeting of resource allocation and expenditures.
Qualifications:
Education:
Bachelor's degree in relevant field required.
Master's degree in relevant field is preferred.
Experience:
Minimum 10 years of relevant experience in human resources, with demonstrated progression in responsibility, including HR leadership.
Five years of successful leadership experience required.
Experience in higher education strongly preferred.
Experience utilizing and/or implementing a system wide HRIS.
Demonstrated experience with applying data and tools from an HRIS to meet the organizational needs of leaders and employees.
Demonstrated successful experience with the design, development and implementation of HR strategies, policies, and procedures in the requisite areas of the employment lifecycle (i.e., recruitment, sourcing, talent management, employee relations, organizational development, workforce planning, succession planning, benefits administration, compensation programs, and HRIS)
Experience leading an established organization and systems through transformation and innovation.
Proven experience with organizational change, HR infrastructure development and implementation and process improvement strategies.
Thorough knowledge of policies, federal and state laws as they relate to HR policies, practices and procedures, benefit programs, employee and labor relations, salary administration, recruitment techniques, EEO and Affirmative Action planning.
SHRM-CP, SHRM-SCP, or SPHR certification is preferred.

Ability to develop innovative solutions for complex problems.
