    Summary

    The New Mexico VA Healthcare Services (NMVAHCS) is recruiting for a Supervisory Social Work (HUD-VASH). The incumbent will be responsible for supervision, oversight, and coordination of the HUD-VASH program including data management and monitoring of HUD-VASH metrics, reporting progress on local and national goals, and providing regular education to staff in order to ensure understanding and achievement of local and national goals.

    Duties

    The incumbent supervise a group of employees performing work at various GS levels and professional skill levels in a highly complex health care system that spans a wide geographic area providing administrative and technical supervision necessary for accomplishing the work of the unit.
    • Perform the administrative and personnel management function relative to staff supervised.
    • Provide advice and counsel to employees related to work and administrative matters.
    • Provide clinical education and direction to ensure appropriate assessment and treatment planning is completed for all Veterans within the HUD-VASH program.
    • Serve as a consultant for other programs seeking assistance for Veterans in programs such as Grant and Per Diem (GPD) Programs, Health Care for Homeless Veterans (HCHV) contract residential treatment, or Domiciliary or Psychiatric Residential Rehabilitation and Treatment Programs (PRRTP).
    • Conduct and participate in outreach activities including field interviews, assessments and referrals for homeless veterans contacted in the community, shelters, and "on the streets," as well as those who are referred by VA residential programs, medical centers or outpatient clinics

    Qualifications

    Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

    Basic Requirements:
    • Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
    • Licensure. Candidate must be licensed or certified by a state at the advanced practice level, and must be able to provide supervision for licensure. Current state requirements may be found by going to VA's Title 38 Hybrid Occupations - Office of Human Resources Management.
    • Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work.
    May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

    GS-13 Supervisory Social Worker Experience: In addition to the basic requirements, applicants must have at least one year of experience equivalent to the GS-12 grade level.

    Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

    In addition to the experience above, candidates must demonstrate all of the following KSAs:

    1. Ability to independently organize work, set priorities, and meet multiple deadlines.
    2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
    3. Ability to ensure provision of clinical social work services by supervised social workers.
    4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
    5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
    6. Ability to provide staff training and development.
    The vacancy is GS-13 and is above the full performance level. The actual grade at which an applicant may be selected for this vacancy is GS-13.

    Preferred Experience: Program Management within the VA.

    Physical Requirements: The work is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items, such as books, files, or laptop computer.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
