Eugene offers many of the amenities of a larger city while retaining the feel and characteristics of a smaller city including a strong sense of community and a short commute to work with little traffic congestion.
The Civil Engineer 1/2 performs complex professional engineering work in the planning, investigation, and design of public works projects. The successful candidate will be involved in a wide range of infrastructure projects with a focus on transportation-related topics.As a member of the Transportation Engineering Team, they will provide technical expertise to support the Capital Projects Design and Construction Teams.

Depending upon the knowledge, skills, and abilities possessed by the successful applicant, this position may be filled as either a Civil Engineer 1 or Civil Engineer 2.
Salary Range:
Civil Engineer 1:
$ $47.62 / hourly; $87, $99,049.60 / annually
Civil Engineer 2:
$ $60.52 / hourly; $93, $125,881.60 / annually
The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials.

Work Schedule:
The City of Eugene is shifting to a work environment of primarily in office work to foster collaboration and connection.
New employees must work on site full time for the duration of their probationary period (typically 12 months).Following the probationary period employees may utilize a flexible working environment one day a week per the Alternative Work Policy.

Examples of Duties Performed - Duties may include but are not limited to the following
Collaborates on the design and preparation of plans, specifications, schedules and cost estimates for public works projects with a focus on street improvements, bike paths, traffic signals, illumination, traffic calming, safety projects, striping, and signing.
Provides transportation-focused technical and professional engineering expertise, coordination, management and/or support for the planning, design, and construction of capital improvement projects.
Acts as lead representative for public works projects to other City Departments, Divisions, Sections, and with outside public agencies, consultants, engineers, developers, contractors, and the public.
Leads and participates as part of a team working with partner organizations, citizens, and neighborhood groups developing design concepts for infrastructure projects and helping to ensure transportation projects reflect community goals.
Selects and manages consultants providing services for project related work, master planning, and other services as needed.
Reviews transportation studies conducted by consultants.
Collaborate with colleagues and stakeholders to prepare studies and implement long-range transportation system planning.
Provides assistance to engineering staff regarding land development issues and staff designers regarding infrastructure design; reviews as-built plans to ensure compliance with original plans and specifications.
Participates in ensuring Division/Departmental implementation of, and adherence to, the City's Affirmative Action and Diversity Work Plans and Diversity initiatives.
Performs related duties as assigned.

Civil Engineer 1 & 2
Education
Bachelor's degree from an ABET accredited college or university, with major course work in Civil Engineering, or related field(s).
License or Certificate
A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard.
Civil Engineer 1
Experience
Two years directly related civil engineering experience, and
Possession of a Fundamentals in Engineering (EIT) certificate.
Civil Engineer 2
Experience
Five years of professional civil engineering experience including one year of supervisory experience, and
Possession of a State of Oregon Certificate of Registration as a professional traffic or civil engineer, or ability to obtain by reciprocity within 6 months of hire date.
Knowledge Of:
Principles and practices of civil engineering as applied to the design and construction of public works infrastructure improvements.
Methods, materials, and techniques used in the construction of public works and utilities projects.
Modern developments, current literature, and sources of information regarding multimodal transportation, traffic calming & safety, engineering, and construction.
Principles of advanced mathematics and their application to engineering work.
Engineering design, drafting, and modeling software.
Principles of supervision and training. Public contracting law.
Knowledge of Americans with Disabilities Act (ADA) and the Public Right-of-Way Accessibility Guidelines (PROWAG).
Experience evaluating and designing curb ramps, traffic signals, and pedestrian crossings that comply with current accessibility standards and guidelines.
Pertinent Federal, State, and local laws, codes, and regulations.
Ability To:
Analyze problems, identify alternative solutions, determine potential consequences of proposed actions, and implement recommendations in support of goals.
Coordinate complex engineering designs, project management, and computations; prepare engineering plans and studies with minimum supervision.
Interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
Conduct engineering research; write technical reports. Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work. Supervise and train staff.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
