Occupational Summary
This position manages and administers the state STD/HIV Disease intervention and Investigation program in Public Health Region IV; with broad Programmatic directions from Louisiana Office of Public Health STD/HIV/Hepatitis Program (SHHP) Regional Operations Unit and direct supervision from the Assistant Regional Administrator.
70% Directs STD and HIV case management and conducts follow-up in Region 4, advising the health unit nursing supervisor and all public health nurses to assure compliance with regional programmatic policies and procedures.
Directly supervises STD/HIV Disease Intervention Specialists staff by assigning work, monitoring firld activity, reviewing daily task lists, and providing recommendations for improvement.
Monitors regional STD and HIV morbidity, communicates potential outbreaks to Region 4 administration and SHHP, and participates in regional outbreak response activities.
Reviews epidemiologic reports, evaluates monthly performance reports, counsels and motivates employees to meet performance goals, approves and monitors leave, and prepares performance reviews and evaluations.
Orients new Disease Intervention Specialists in the initial medical and epidemiological aspects of the STD/HIV Program through demonstrations, periodic audits and critiques of their individual work performance, trains the STD/HIV staff in field work activities such as interviewing clients, persuading them to divulge partner identification and location, conducting rapid HIV/Syphilis testing, and advising on how to proceed safely in dangerous situations, etc.
Works with hospital infection control nurses, school nurses, state and parish correction facility nurses, coroners, private physicians, and community-based organization administrators, advising them in the proper procedures and management of STD and HIV cases and contacts affecting those particular agencies.
25% Works with other OPH Disciplines in STD and HIV clinics in Region 4, ensuring that patient care, treatment, and follow up is adequate.
Recommends and urges physicians and other health care providers to use recommended therapy and appropriate laboratory tests for potential or confirmed cases of communicable disease.
Works closely with Regional Administrator/Medical Director to organize and conduct provider education/outreach sessions.Communicates effectively in writing and verbally with senior level management staff, co-workers, and medical personnel; effectively interacts with other individuals while working as an employee with the Regional STD/HIV Program.
Assists with developing state/regional STD and HIV presentations and conducting presentations to increase awareness of disease, trends and program services.
Establishes or maintains collaborative relationships with contracted community based organizations (CBOs), health care and other settings to improve partnerships and affect disease outcomes in client populations.
Prepares written reports and assists with Disease Intervention Specialist Standard Operating Procedures Manual and development of other statewide DIS policies and protocols.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in disease intervention and prevention activities.
SUBSTITUTIONS:
Experience in investigatory work, social services, nursing, or in medical laboratory technician or medical laboratory assistant work will substitute for the required college training on the basis of 30 semester hours for one year of experience.
Graduate training in epidemiology, public health, any of the biological sciences, or nursing will substitute for a maximum of one year of the required experience on the basis of 30 semester hours for one year of experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
